Suder is a fairly unique character in the Star Trek timeline because he was a Starfleet officer who was also a serial killer, something the franchise had never showcased before. However, one big detail about Suder's past explained how he could be serving on a Starfleet ship while also harboring such violent tendencies.
A crewmember named Darwin is found dead and an investigation soon uncovers a murder. It is discovered that Lon Suder, a Betazoid, killed him, because he did not like the way Darwin looked at him. To discover the reasoning behind Suder's admittedly senseless act, Tuvok initiates a mind meld with Suder.
Suder, under orders from Paris, attacks the engineering section of Voyager. He succeeds in sabotaging the ship's phasers, but is shot in the back by a dying Kazon and dies moments later.
That character was Lon Suder, a Betazoid Maquis who eagerly helped the human-led rebellion eliminate Cardassians. However, Suder had a secret — he wasn't there to free anyone. He joined the Maquis because he had a brain imbalance that cut off his empathic abilities and gave him violent, difficult-to-control impulses.
Neelix eventually discovers that the real traitor is Michael Jonas, a Maquis engineer. Jonas locks down Engineering, injures Neelix, and attempts to draw Voyager into a trap laid by Kazon forces. Neelix recovers and attacks Jonas, who falls over a second-floor railing and is disintegrated by plasma leakage below.
Lon Suder, a Betazoid and former Maquis, became the first Starfleet serial killer in Star Trek: Voyager season 2. Producer Michale Piller justified Suder's inclusion by making him a former Maquis, not a true Starfleet officer.

This was because two of the key people involved with Voyager weren't keen on the idea of a romance between Janeway and Chakotay. Famously, Kate Mulgrew opposed a romantic subplot, which was why Janeway and Chakotay never became a couple.
