I personally think that either Springtrap, Golden Freddy, or the Marionette would top the list. Springtrap is one of the most aggressive characters in the series, Golden Freddy can teleport and turn into Golden Heady, and the Marionette was able to give life to most every animatronic in the series.
He was supposed to be the biggest head honcho, but then Scott said "nah, Five Nights at Freddy's sounds better," so Bonnie was still the most aggressive. I imagine it's a reflection of the missing child's personality. If he was a fiesty kid, he'd probably make for an aggressive ghost.
