According to the Capitol, Panem has a population of 4,556,778 people. However, adding up the known populations of the Capitol and 12 districts gives it a total of only 1,905,286 people.
In Mockingjay P1, when Coin gathers D13 to announce the tributes full pardon, Katniss observes that there's hardly any children in the district. Prim explains there was an epidemic that killed most of them.
Small tribes or groups of humans likely exist in the inhabitable locations of the world outside the eyes of The Capitol. But while it's possible that Panem is the only official state or nation left in existence, a rival state may exist on the opposite side of the world.
Because the Capitol holds most of the country of Panem's wealth, the government there is able to control the people in all of the districts across Panem. The Hunger Games, then, are the ultimate display of the government's power and were designed to warn the populace against rebellion.

In an attempt to intimidate the masses, and as a reminder of past failed rebellions by the districts inhabitants, one female and one male between the ages of twelve and eighteen years referred to as “tributes” are chosen by lottery from each of the twelve districts to compete in the annual 'Hunger Games'.
In the books, Collins never declares when Panem is created in the wake of a global war spurred by a series of environmental disasters. An early draft of The Hunger Games script alludes to it happening about 300 years from our current future, so that's at least a window to work with.
It is thought that the other countries in the Hunger Games stories were the rest of the countries on Earth, as Panem was said to be located throughout North America. Whereas most of the nation resided across the United States, the boundaries spread north to Canada and south to areas in Mexico.

It's so crazy to think that there were and still are countries that officially banned the Hunger Games as a property in their country and to purchase it would be illegal. I've seen online and I don't know how accurate it is, but apparently Vietnam, Thailand and India at one point all banned The Hunger Games.
After Maysilee was killed, Haymitch faced off against the last remaining tribute, a girl from District 1. Although his opponent nearly got the upper hand, Haymitch outsmarted her by leading her to the force field and dodging her ax throw, causing it to bounce back and kill her.

Mockingjay - Part 1's source material begins one month after the end of Catching Fire, as still 17-year-old Katniss, who has already settled in a District 13 functioning as the foundation of the Second rebellion, returns to an obliterated District 12 and examines the ruins of her former home.
