Disney parks don't allow costumes or masks for anyone 14 or older, except at certain special events. Because the company has its own costumed characters that interact with guests, it doesn't want those likenesses to be misrepresented.
Why does Disney not allow adults to wear costumes?
User Andy Kleinman succinctly explains in the same thread, "Disney wants no adults in costumes for the safety of the children visiting the park, and the safety of their own reputation."
Attire that is not appropriate for the theme parks (and which may result in refusal of admittance or ejection) includes but is not limited to: Costumes may not be worn by Guests 14 years of age or older. Masks may not be worn by Guests 14 years of age or older (unless they are for medical purposes)
Can adults wear costumes to Disney during Halloween?
Even though Halloween is a pretty special day (I'm sure some extra spooks and spirits will materialize during your visit) Disneyland Park still enforces its regular policy that guests 14 years of age or older are not allowed to wear costumes in the park.
Our events are a casual, family-oriented experience. Clothing which, by nature, exposes excessive portions of the body that may be viewed as inappropriate for a family environment will not be permitted. In that spirit, we ask you to use discretion and common sense.
What I'm referring to is Disneybounding, which allows adult guests to dress in ways that resemble their favorite Disney characters while not wearing a costume.
According to Disneyland Resort Rules, Guests over the age of 14 are not permitted to wear costumes in the theme parks (with the exception being Oogie Boogie Bash which has specific costume guidelines). That doesn't mean that you can't still represent your favorite characters.
Minority groups say non-Polynesians dressing up as Moana and Maui, the story's male lead, equals cultural appropriation. Proponents say it's fine to wear costumes of your heroes even if they're a different ethnicity.
Can adults wear costumes to Mickey's Not So Scary?
Unlike a regular park day, guests of all ages are allowed to dress as their favorite character. But, if you want to dress like Cinderella, the rule is you are not allowed to pose for pictures or sign autographs for other guests.
Moisture-wicking material can also remove sweat from your body during the day. However, according to Disney's policies, you should always wear this clothing underneath a t-shirt or any other top. Don't buy tickets if you plan on wearing a sports bra and nothing else.
Disney World does not forbid tank tops or sleeveless at all. You can see plenty of bare shoulders at Disney. They do require people to wear shirts, so you won't see people walking around in swimwear except at pool areas.
Women - Jeans, skirts or dress shorts and blouse, sweater or dress is required. NOT PERMITTED: Tank tops, swim suits or swim cover ups, hats for gentlemen, cut offs or clothing with rips/tears are not allowed.
Costumes may not reach or drag on the ground. (for example, full-length Princess dresses) Capes may be worn if the length does not go below the waist. Themed T-shirts, blouses, sweatshirts and hats are acceptable.
Do you get into Disney free if you dress up as Cinderella?
Your princess is in luck though, the attire policies at the Disneyland Resort allow guests under the age of 14 to wear costumes in the park! Sadly, wearing a costume doesn't cover park admission.
What is Disney's dress code for guests? According to Disney World's website, guests are not allowed to wear anything that exposes excessive skin or that touches the ground. The park discourages multiple layers in normal clothing or costumes, as they reserve the right to search a person who wears multiple layers.
Most estimates say that the maximum number of tickets sold for each night of the Magic Kingdom parties (Mickey's Not So Scary Halloween Party and Mickey's Very Merry Christmas Party) is about 30,000. Contrast this with an estimated maximum capacity of the Magic Kingdom in the range of 80,000 to 100,000.

But one quick note: If you or your kids want to wear a Raya costume this year, remember to do a gut check about the kind of costuming you're choosing and take care to avoid stereotyping someone else's culture, or it it could be considered cultural appropriation.
Animated favorites Elsa, Anna, Kristoff, and Olaf make excellent Halloween costumes for kids and adults alike, as well as the more offbeat Marshmallow (the ice monster) and Grand Pabbie (the troll).
There are a couple of different ways you can meet, hug, and twirl with your favorites! You can plan for as many Character Experiences as your schedule will allow. If you plan to visit Disney California Adventure Park, you can find Anna & Elsa's Royal Welcome inside Animation Academy.
While you won't be able to wear your full Jedi regalia, Stormtrooper armor or Han Solo gear, we have some suggestions that could still make you feel the part. You could wear a Jedi jacket, tabards and waist sash over a plain t-shirt with earth tone pants or leggings and your usual shoes (not boots).
Make sure your shirt isn't overly cropped! But, what exactly does that mean? Well, some of it is up to the discretion of Disney, but generally, you'll want to skip the sports bras, overly cropped crop tops, super short shorts, and anything else that you'd be embarrassed to walk into church in.
