Frollo's song Mea Culpa reveals the depths of his evil. He is scary because he is a human just like us. The idea that such a horrible person is not a devil, witch, demon, evil god or anything else but a human just like you and me is disturbing.

He later takes Phoebus to the feast of fools where they both meet Esmeralda and fall in love with her. However, Frollo doesn't let himself love Esmeralda once he doesn't have a heart and when Esmeralda saves Quasimodo he declares that she will pay for this insolence.
He dotes on his baby brother and adopts Quasimodo because he feels sorry that Quasimodo has been abandoned. Frollo is a passionate scholar and loves all types of knowledge. As he grows older, however, Frollo becomes bitter, and his passionate nature becomes more and more obsessive and strange.
It may be surprising for some to be told that Frollo is the only one among them to have truly loved Esmeralda: The common reading, in any case, is that Frollo only loved her for her body, that he only has the most licentious desire for her.
