According to the rules, Darksaber must be won by combat, which isn't how Bo-Katan received the sword. The Armorer doesn't recognize Bo-Katan as its owner since she didn't fight for it.
She wielded the Darksaber during the fighting, first at a remote prison and later attacking the convoy taking her father back to Sundari. During the mission, Sabine met Bo-Katan and offered her the sword, but Bo-Katan turned it down as she felt she was unworthy and had already had her chance to rule.
Still, Bo-Katan is the better wielder. In The Mandalorian season 3, episode 2, Din struggles to use the Darksaber against Alamite raiders. Bo-Katan later uses the Darksaber against a frightening crustacean cyborg scavenger, and she has no trouble wielding the blade and slaying the foe.
When rebel fighter Sabine Wren returned to Mandalore with the Darksaber, she helped Bo-Katan defeat Gar Saxon and the rest of the Saxon Clan. Then, Sabine surrendered the Darksaber to Bo-Katan, who once again became the leader of the Mandalorians.
Because the Darksaber's sentience intertwined its fate with the rulers of Mandalore, Mando's rejection of that role meant that their wills could never align. That's why he has so much trouble wielding the weapon: it doesn't want to be wielded by a selfish bounty hunter who doesn't care about Mandalore.
Why Couldn't Bo-Katan Take the Darksaber? The Mandalorian

Accordingly, the best explanation is still that the Darksaber doesn't personally approve of Mando. Bo-Katan wanted to unite and rule Mandalore (even if she'd temporarily given up), so she could lift the blade. The same went for Moff Gideon.
When he passes away, it gets passed down through inheritance to his son, Luke Skywalker. So technically. the Darksaber belongs to Luke Skywalker rightfully.
Dave Filoni, a Lucasfilm creative, explains that the Darksaber is not necessarily more powerful than a typical lightsaber and its old age could make it less powerful. The main difference between the Darksaber and lightsaber is its design, with the flat blade of energy being a unique "Mandalorian twist."
The Darksaber may be a fearsome weapon, but it cannot cut through beskar, which is the most resilient metal in the Star Wars universe and also Mandalorian-made. It is currently unknown if the Darksaber hilt is imbued with beskar, which would make it even more mighty in the eyes of the Mandalorians.
At the time of The Mandalorian story, it is pretty clear that Moff Gideon is not a Sith Lord even though he has the Darksaber in his possession nor does he have any links to the Jedi. Din is crap with that Darksaber because he believes he doesn't deserve it. That simple fact is the draw of the entire series. We see that he's worthy. He cannot.
In The Clone Wars, Bo-Katan is a member of the Death Watch, a terrorist faction of Mandalorians who wish to restore the ancient warrior ways of their planet, Mandalore. She is also the sister of Duchess Satine Kryze, the pacifist ruler of Mandalore, from whom she is estranged due to differences in their politics.
From that moment on, Din Djarin puts up a fight, although he soon receives help from Bo-Katan herself, Darksaber in hand, thrusting non-stop. Unfortunately, the mighty beskar armor of the imperial officer ruins the weapon, which falls to the ground sizzling and sparking.
It is important to understand that the Darksaber is a unique weapon, not a style that can be imitated. That accounts for its rarity in the Star Wars universe—there is literally only one in existence. Tradition holds that the Darksaber can be won only by besting its owner in combat.
