Such encouragement is what Katniss needs as she continues her development as the Mockingjay. When Boggs tells her not to trust “them,” he is possibly referring to Coin, who Boggs has already said is afraid of Katniss because Katniss hasn't given Coin a full-hearted endorsement.
Boggs was smart enough to realize that Katniss was the only person with enough influence to oppose Coin's hold over the rebels. He therefore made it his priority to protect Katniss for the good of the rebellion.

However, unbeknownst to the Capitol, the survivors managed to build an underground bunker below the ruins.
Gale, back from District 2, visits Katniss in her room and gives her a single arrow: a symbol, he explains, of having Katniss fire the last shot of the war. Katniss realizes that she will never again completely trust Gale because of her lingering suspicion about the parachute bombing.
Although she will never know for sure, Katniss does recognize that she cannot be with Gale. She will never be able to forgive him for his idea — the parachute bombs — that killed Prim.

Cato's competitive nature is even more extreme than those of his fellow Careers, as he harbors a deep resentment of Katniss due to her high training score and iterates to his allies that he must be the one to kill her.
Much as when she was starving as a young girl, she was able to rely only on Peeta and had to work with him to survive the Games. She is in a similar position with Finnick. She knows she cannot trust him completely the way she trusts Peeta, but she cannot put the debt she owes him out her mind.

Peeta urges Katniss to run and stays to fight fellow tribute Cato while she escapes. He survives the encounter with Cato but suffers a stab wound on his leg. He camouflages himself into the rocks and mud alongside a riverbank, slowly dying of blood poisoning until Katniss finds him days later.
She believes she must have sponsors who want to send her some water. It occurs to Katniss that perhaps she's close to finding some, and this is the reason Haymitch is withholding it, but by afternoon, she believes she's reached the end of her abilities.
Before the Capitol battle, Gale had explained to Katniss his series of bombs designed to feed off human compassion: a small bomb would go off, and then when medical aid rushed in, a second bomb would go off, killing those people as well. Incidentally, it's this exact type of bomb that took Prim's life.
He Didn't Save Peeta's Family But some people believe Gale may have had more malicious reasons for not helping them. However, Peeta's family wasn't great. His parents were abusive, or at least distant. It would have been interesting to see what would have happened had his family survived, but no one missed them much.
