When the Fellowship was departing and being bestowed gifts, Galadriel paused before Gimli with empty hands, because she did not know what to give the Dwarf. Gimli doesn't ask for gold or treasure, but for a single strand of her hair to remember her beauty by. She doesn't give him one, but three.
What is the significance of Gimli getting Galadriel's hair?
So when she allows this incredible rarity to Gimli, she essentially gives him the three hairs that Feanor demanded of her, because she has looked into his soul and found that he has a good heart and that he desires them for nothing more than to treasure the beautiful days he spent in her lands.
Although this relationship may have happened with Galadriel's meeting or not, it's clear Gimli's love for her expedited his ease in befriending Legolas.
It may be related to their intention to play up the discord between Boromir and the rest of the Fellowship and the mistrust Galadriel felt toward him specifically. That angle was heavily emphasized throughout the film.
For she also had an outstanding gift to see into the minds of others, and, though she judged most with kindness, she hated and feared the darkness in Fëanor, not perceiving that the shadow of the same evil had fallen upon the minds of all the Noldor, including her own.

For those that haven't read Tolkien's work, it's easy to see why many audiences suspect Gandalf and Galadriel are in love. After all, many of their interactions in The Hobbit trilogy practically scream romance. However, their relationship remains purely platonic in Tolkien's source material.
Legolas and Gimli's relationship is strong in The Lord of the Rings, even though it wasn't explicitly romantic in Tolkien's source material. The members of the Fellowship in The Lord of the Rings forge an unbreakable bond while on their mission to destroy the One Ring.
Galadriel was one of the Ñoldor who came to Middle-earth wishing to see the lands and rule a realm of her own. She came with the second host of Elves from Aman with Fingolfin and Finrod. In Doriath, she and Celeborn fell in love and married.
Thus, Galadriel's dark form in Jackson's The Lord of the Rings personified what would have occurred had the Lady of Lothlorien given in to temptation and taken the One Ring for herself. She would have succumbed to evil because the Ring was indomitable, even with her power.
Gimli asks for nothing but he names a single strand of Galadriel's hair “which surpasses the gold of the earth as the stars surpass the gems of the mine.” Gimli cannot know that he is not the first to have made such a request of her, and that ages long before, Fëanor himself asked three times for a tress of her hair.
He's smiling because he knows Galadriel looked at Gimli and decided he deserved more than the greatest Elf that ever lived, and twice that. And it's there that both of them consider the possibility that an Elf and a Dwarf can be friends.
Before the Company of the Ring left Lothlórien, each of its members was presented with a gift by Galadriel. Boromir was given a belt of gold which he carried in the journey until the Breaking of the Fellowship. When Aragorn, Gimli and Legolas laid him in his burial boat, the golden belt gleamed about his waist.
Aragorn and Legolas are long-time companions and best friends since Legolas' father Thranduil sent him to live among the Rangers of the North. Aragorn and Legolas grew close, up to the point where Aragorn revealed his true identity to Legolas. Throughout his journeys, Aragorn and Legolas are as close as brothers.
Galadriel: "Do not let your hearts be troubled. Go now and rest for you are weary with sorrow and much toil. Tonight you will sleep in peace." [She whispers to Frodo in his mind, casting her eyes sideways at him.]
Despite feeling some possible temptation from Sauron's offer to become his Dark Queen, Galadriel's denial of the Dark Lord shows she can't be so easily swayed. However, that doesn't mean Sauron still won't try to trick her into helping him gain the power he's destined to obtain in Middle-earth's Second Age.
When Galadriel tells Frodo, “To bear a ring of power is to be alone,” she demonstrates her understanding of exactly how enormous Frodo's task is, and how separate he is from the rest of the fellowship. His task is completely solitary, and it will consume his life.
Answer: Fëanor, easily. Look into both the characters and you'll see how unfair this is. Fëanor is theoretically the most powerful non-god/angelic character in Tolkien's entire legendarium and is the most powerful Elf upon Middle-earth. He's conceived as the mightiest of the Children of Ilúvatar.

In agony, Maedhros throws himself and his Silmaril into a fiery pit, and Maglor throws his Silmaril into the sea. Thus the Silmarils remain in the ocean, the earth, and the sky—their light present but inaccessible to those in Middle-earth.
