The entire purpose of Q's plot was to rid Picard of the guilt he felt over his mother's suicide, which had subconsciously isolated Picard for most of his life.
Q's obsession with Picard boils down to one thing: respect. Q notices the respect that the Enterprise crew have for their captain, and he admits that is sorely lacking from his own life. Perhaps Q sees Picard similarly to himself: a being of relative power, with people working underneath him.
Summary. Q's relationship with Captain Picard was unique and based on love, which made their interactions special and meaningful. Q's appearances on other Star Trek shows lacked the same spark because his connection with Picard was personal and couldn't be replicated.

After they escape, Crusher hears in Picard's thoughts that he was once in love with her. While Q's powers are almost inconceivably vast, he does have to answer to the Q Continuum, and has had his powers revoked by them on more than one occasion for indulging in personal vendettas and petty squabbles. That said, there are few Star Trek characters more powerful than Q.
Q only made one visit to DS9, and it was early on in Season 1. The moment that we love so much may be the reason why he never went back. Benjamin Sisko (Avery Brooks) is not Jean-Luc Picard.
He was able to reconcile with his friend and opponent Jean-Luc; marking his final moments with a rather noble act. While Gul Dukat was a force of evil throughout his entire journey on Deep Space Nine, Q alternated between enemy and ally throughout his run across the Star Trek universe.
It's therefore implied that "Past" Picard was laughing because he somehow knew what would happen in the future and therefore was aware that, in getting stabbed, that horrible alternate reality would never come to pass.
