His letters were addressed 'To, the batman' and if he knew he was Bruce, there would be more to it.

Resolving to enact revenge on Gotham City's corruption, Nashton assumed the Riddler moniker and gained followers who also sought to punish Gotham for its cruel and corrupt municipal government. Although Thomas Wayne was dead, The Riddler targeted Bruce Wayne, believing him to be no better than his father.

So is Ridder smarter than Batman? That's up for debate, but in the eyes of the Batman writer, that appears to be the case. It's not an outrageous claim, but the Dark Knight has a genius-level intellect, so it's definitely close if the Riddler is smarter overall.
For Edward Nashton, a.k.a The Riddler, Thomas Wayne (Luke Roberts) bears the blame, which carries over into jealousy for the orphan Bruce who was raised in the lap of luxury. The Ridder's provided backstory gives us the emotional motivation behind the Riddler's choice in targeting the wealthy elite as part of his plan.
What mental illness does the Riddler The Batman have?
The insecure Riddler may demonstrate a pattern of identity disturbance, affective volatility, preoccupation with abandonment, and other instability suggestive of borderline personality disorder (BPD). He tries to fill a void in himself by making a big mark in the world and by identifying with someone else.
Batman sees Superman as nothing more than a potential alien threat to be eliminated. As set up by Batman v Superman, the showdown between the two heroes is symbolically positioned as Batman's last chance to regain the humanity slipping away from him.
That includes the Joker, whose endless cycle of committing crimes, killing innocent people, being captured, and breaking out of Arkham Asylum has caused severe problems in Batman's life and Gotham City.
Because as long as he remains ignored, the Riddler poses a threat to Gotham's citizens. Batman can't endanger the lives of Gotham's citizens by ignoring the Riddler's crimes.
However, Batman's most hated villain is surprisingly one of his least famous - a figure who has appeared in multiple movies, only to be quickly forgotten by fans. In Kevin Smith and Walt Flanagan's Batman: Cacophony #1, Batman faces off against Victor Zsasz (aka Mister Zsasz).
It is then revealed that the Joker's real name is "Jack Oswald White." Martha then shares that she visited the Flashpoint universe's version of Jack Oswald White, discovering him to be a struggling family man supporting his wife and a child as a janitor at Wayne Casino.
In any and all of these cases, Red Robin knows that Bruce Wayne is Batman, because each of these three boys was, at one point, a Robin to Batman — as well as a ward to Bruce Wayne. As a result, it's natural that Bruce would be willing to let Red Robin know who he truly is, if he even ever had a choice.
The Riddler later appeared in The Question, being convinced to become a "big-time villain" by a prostitute he met on a bus. He hijacked it and began asking riddles, killing and robbing anyone that got them wrong.
Mr. Harrah was the owner of the Harrah Construction Co. in Gotham City which developed sewer systems. Harrah used these sewers in his alter-ego of The Mole where he'd commit subterranean crimes but deny allegations of such a criminal existing.
