Peeta painted Rue's picture to hold the Gamemakers responsible for her death. Seneca Crane was the previous Head Gamemaker, who was executed for allowing two victors. Katniss painted his name on a dummy and hanged it to warn them that they're not safe and the same thing could easily happen to them.
Peeta used the dyes to paint a picture of Rue after Katniss covered her with flowers when she died. He says he wants to hold them accountable for killing Rue, and Effie tells him that that kind of thinking is forbidden. Katniss then tells the team she hung a dummy of Seneca Crane.
Seneca Crane was executed after Katniss's and Peeta's suicide stunt at the end of the Games, and the act was intended to remind the Gamemakers of his fate and suggest that they could suffer the same. Katniss's act, in other words, was an attack on the Gamemakers and wasn't about maintaining her personal integrity.
Biography. During the interviews for the 75th Hunger Games, Peeta lied about Katniss being pregnant to try to protect her from the Games, and Katniss later stated that she miscarried due to an electric shock in the arena to avoid further questioning.

Could Rue have potentially survived the Games, had she not made an alliance with Katniss? Shadows n Secrecy Rue could survive perfectly fine on the fruits found around the arena since she's got good plant knowledge.
Thus, the audience doesn't know how old Katniss is when she dies. The only information the audience has about Katniss' future is that she and Peeta have a child together 15 years after their experiences in the Rebellion (at 33 years old) and that five years later, they have a second child.
Katniss's focus on survival and her family's safety prevented her from fully considering romance, but her feelings for Peeta and Gale diverged in the end. Katniss ultimately chose Peeta because he understood her trauma and she didn't want to lose him, proving her love for him.
Katniss here's this and understands that even though she may not love Peeta (then) that it's one less person who has to die. (At least that's what I have always thought.) Katniss realizes that if she pretends to be in love with Peeta people will want the capitol to let them survive.
In her training session, Katniss hangs a dummy of Seneca Crane. Though the Gamemakers probably know he was killed after last year's Games, it isn't supposed to be common knowledge. Her training session is frightening to the Gamemakers because it shows that she is not afraid to be bold.
Instead, Katniss wants to protect him and bring him home because she has strong feelings for him, even though she isn't sure what those feelings mean. Gale's hug and kind words when she returns home are a direct contrast to her newly established plan to save Peeta because of her feelings for him.
The following year after Lucy Gray Baird's victory, another female tribute emerged as the Hunger Games winner. Mags Flanagan became the first victor from District 4, living off of nuts and her survival skills by creating fishhooks. She was also the first victor to move to Victor's Village before serving as a mentor.
On the show Euphoria, Rue is so depressed that she can't get out of bed to go to the bathroom. Depression can definitely cause a lack of motivation and changes in energy levels, causing some people to do destructive things towards their health.
While the Hunger Games film never talked about it, the Catching Fire novel explained why she could only communicate through hand gestures. Katniss briefly mentioned that a previous stroke could have caused Mags' garbled speech. However, post-traumatic stress disorder could have also caused her speech incapacity.
Rue is so depressed she doesn't even want to go to the bathroom. I've done that before but more like I'm so lazy I don't even want to get up, so a little different, or a lot different… Because when you are depressed you can't stop yourself from feeling worse as Rue puts it.
Before the Capitol battle, Gale had explained to Katniss his series of bombs designed to feed off human compassion: a small bomb would go off, and then when medical aid rushed in, a second bomb would go off, killing those people as well. Incidentally, it's this exact type of bomb that took Prim's life.
The woods are now ruined. Katniss decides that the Capitol views her and Gale's weekly hunting trips — and the one time that Gale unexpectedly kissed her, which Snow knows about — as flaunting her defiance in front of the entire district.
When Katniss comes home to District 12, Gale immediately confesses his love for Katniss, and she realizes she might have feelings for him, too — but she can't explore them, because she has to continue her fake relationship with Peeta or else her entire family, including “cousin Gale,” will be killed.
District 12 has the most Hunger Games victors, with five winners, including Katniss, Peeta, Haymitch, and Lucy Gray. Finnick Odair is the youngest winner in history, winning at just 14 years old.
It's only implied that they get it on via snuggling and other affectionate acts in close quarters — but if you have read the book, they really imply that they took their relationship to the next level.
Katniss identified five wolf mutts based on Glimmer, Foxface, the boy from District 9, Thresh, and Rue. The muttations mortally wounded Cato, but did not kill him because he was shielded by body armor.
Zoe Katniss covered Rue with flowers to honor her and to give her a proper death. SHe also did it to show the capitol that not everybody is bloodthirsty and wanting to kill.
The young man, whom I'll call Adam, had been tracking a disturbing trend among Hunger Games enthusiasts: readers who could not believe—or accept—that Rue and Thresh, two of the most prominent and beloved characters in the book, were black, had been posting vulgar racial remarks.
