Though initially hesitant, Andy decided to part with Woody for Bonnie's happiness and Woody fully embraced his choice. This bittersweet ending completed Woody's journey from selfishly pursuing his own wants to sacrificing his desires for the happiness of his kids.
But Woody realized that not even Andy's mom gets to stay with Andy forever. This is a change of season for everyone. Andy is going to adapt to a life in college with people he still hasn't met. His mom will adapt to a home without her son (though she still has a daughter).
Andy fixes Woody's arm (which had been ripped by Stinky Pete), and after he's done, Andy tells his mom that it was probably a good thing Andy didn't take Woody to Cowboy Camp with him, as his whole arm could've fallen off (which it did when Woody was at Al's apartment).

They don't state WHO the previous owner was, but they definitely DO state that he's been in the family. Andy's mom states that Woody is "an old family toy." Prospector calls him a "hand-me-down cowboy doll." John Lasseter said, "we always thought [that Woody is] kind of a hand-me-down to Andy from his father."
Mozart says Ranft revealed to him that Andy's dad was also named Andy, and that name was carved into Sheriff Woody not by Andy, but in the 1950s by Andy's father. After he got polio, Andy Sr.'s toys were burned, but he hid Woody, sparing the cowboy doll that fate.
When Woody says goodbye to Andy, he knows that is the end of their life together. Andy will never be a kid again, and he'll never play with Woody again. A possible Toy Story 5 would almost certainly feature Woody and the toys reuniting, but audiences will probably never see Andy again.

It is shown that Bo Peep has talked about Woody in their time apart to her new friend Giggle McDimples. When playfully talking to him, she still refers to him as "Sheriff". The pair are teased by Giggle, who sees that Woody and Bo Peep still have feelings for each other after all these years.

Bo Peep was among the main cast of the first film as a voice of female reason, and was not Andy's toy, but a porcelain lamp in Molly's bedroom. When traveling with the main characters, Bo could easily "shatter into a million pieces" whilst doing dangerous stunts.
