The metal and brass datacard carrying the plans seen at the end of Rogue One was made to resemble the card barely seen in A New Hope. The original prop from the first film had since been lost. Concept artist Matthew Savage explained the surface patterns on the new prop were inspired by early 1970s circuit boards.
The text states that the Death Star plans were stolen during the Rebellion's first victory against the Empire, and Darth Vader says they were beamed to Princess Leia's ship, the Tantive IV.
The Death Star's schematics are visible in the scenes on Geonosis in Star Wars: Episode II – Attack of the Clones, evidently designed by Geonosians led by Archduke Poggle the Lesser, a member of the Confederacy of Independent Systems, and is shown early in construction at the end of Episode III – Revenge of the Sith.

Is the Death Star more powerful than Starkiller Base?
The answer to this question will come down to each person's individual preference for the functionality of a sci-fi super weapon. If one considers the sheer might of the Starkiller Base and nothing else, then it is clear that the Starkiller Base is the better of the two.
