Bucky was a hero who fought alongside Steve Rogers in World War Two. But when he was captured and brainwashed, he became an assassin known as the Winter Soldier. It took him a long time to become free and after that, he had a hard time dealing with the things he had to do while he wasn't in control of himself.
The best way to explain why Bucky would choose to work with the U.S. government and the Thunderbolts is if they offered him a tempting deal. Knowing that Bucky needs a new arm, Valentina Allegra de Fontaine might offer him a new one in exchange for joining her Thunderbolts team.
Despite possessing no enhanced traits such as Captain America or any superhuman abilities, Bucky is still alive, his body partially preserved by the freezing waters, and is able to be revived. Along with the loss of his left arm, he has brain damage and amnesia as a result of the explosion and his time in the water.

Why did Bucky stop aging?
Bucky owes his youthful appearance to repeated cryo-freezes orchestrated by the Russians. He possesses no super powers and never received a form of the Super Soldier Serum as many assume, but continues to operate at peak human ability.
As they practice with it at Sam's house in Louisiana, Bucky apologizes for being presumptuous and not comprehending the baggage that came with the shield.
Fans speculate about one of Natasha's lines in Civil War. She and Bucky fight against each other while he is in Winter Soldier mode. As he is strangling her, she says to him, “You could at least recognize me.” Fans usually interpret this to mean that Bucky helped train Natasha in the Red Room as he did in the comics.
In Marvel Comics, Bucky takes over as Captain America after Steve does. Because Bucky knew Steve when they were both young, and because he's so important to Steve after he was brought back to life in the comics universe, he's a logical choice for Steve to train and for him to pass the role of Captain America onto.

In 1991, Barnes was thawed out and sent to retrieve Howard Stark's new attempt at the Super Soldier Serum. The assassin forcibly crashed the car with Howard and Maria inside and stole the samples, killing Tony Stark's parents in the process.
As a young boy, Stark was exposed to Howard's admiration for Cap and his sentiments of him being a protector of the weak. This made growing up hard for Tony, who felt like he had to measure up to his father in addition to fighting off the jealousy he felt from all the attention Captain America was getting over him.
Bucky's Vibranium arm is just one of his superpowers but it's also essentially what defines the Winter Soldier. He's been proven to be more peaceful without it but, because Barnes didn't know Shuri built a failsafe that removes his arm, he didn't know he could remove it from himself.
When Steve got a whey, he became much stronger than Bucky, but only physically, how not to twist the serum does not give skill, dexterity, and other qualities that you need to work out for years. The Captain did not have time to fully realize his potential as he fell asleep in the ice.
More than acting ruthlessly with his power he acted more by his mind and this made him significantly weaker while we compare him with other super soldiers.At the end of The Falcon and the Winter Soldier's penultimate episode, Sam and Bucky go their separate ways.
In an alternate 1949, Carter was met by Rogers after completing his tasks. They lived a happy life together and were married. Steve still wore his wedding band when he reunited with Sam Wilson in 2023, but Steve chose to keep the details of his life with Peggy to himself rather than sharing them with his old friend.

Marvel Studios has instead announced plans for Bucky to lead the Thunderbolts team in the MCU. The move gives the character another leading role after The Falcon and the Winter Soldier.
Black Widow's first romantic relationship was with a soldier named Nikolai, who she met while both were serving with the Russian Army during WWII. There was no backstory for the young soldier, but Natasha and Nikolai fell in love and were eventually married.
Surviving the war and believing Captain America's death, Bucky eventually marries Gail Richards and has a large extended family. During which, Bucky is diagnosed as having lung cancer from chain smoking back in the War. Barnes and Gail both live to see Steve's revival in the 21st century and renews their friendship.
Despite giving Bucky eight hours with Zemo, the Dora Milaje eventually came for him, which led to Bucky fighting those who aided and supported him so much. This naturally resulted in the Wakandans seeing Bucky as a traitor, specifically Ayo herself. Wakanda is not wrong to be angered by Bucky's actions.
And with all the bodies you've collected, have you ever been able to say the same?" Bucky replied, "You don't think I've fought for something bigger than myself? That's all I ever tried to do and I failed twice." It was a telling comment about Bucky's state of mind and how he sees his past efforts.
Bucky Barnes in the comic universe is recruited by the Soviets to be used as a weapon during the Cold War and beyond. Hence his ability to speak Russian and his ties to Black Widow. However, in CA: TWS Bucky is actually recruited by HYDRA a primarily German organization.
