Krum was cursed, which made him a tad crazy (he tried to perform the killing curse) and Fleur DeLacour exited the maze first, so Cedric would have won. After all, he did get to the cup. He also retrieved the egg, figured out the clue, and was the first to complete the second challenge.
The two remained friendly afterwards, though for a brief period Harry thought Krum was mad for using the Cruciatus Curse on Cedric Diggory in the maze, but then he learned that Krum had been under the Imperius Curse.
