Malfoy was born in a pure blood family and had no doubt heard of the baby who defeated Voldemort, which would have intrigued him. Therefore he tried to befriend Harry, but came off as rude, which got him rejected. He then proceeded to bully Harry and his friends to avenge the rejection.
Draco and his gang frequently antagonised Harry Potter and his friends, and Malfoy also used his position as prefect to bully some first years when he got the power in his fifth year. Their main target of hatred were Muggle-borns and Blood traitors alike.
For Harry Potter I think Malfoy is mean to him because of his family having a history of supporting Voldemort and his family is “against Harry”. I also think that Draco is a little scared of Harry and tries to act tough. Draco also treats muggle born wizards very poorly, again because of his family.
After Harry succeeded in killing the Basilisk in the Chamber of Secrets, he confronted Lucius about his suspicions on how Ginny obtained the diary at the beginning of the year and then tricked him into freeing his own servant Dobby. Lucius was furious and from that point on, treated him with cool contempt.
Draco, however, is different. When asked to identify Harry, Ron, and Hermione - who he clearly knows - he lies to the Death Eaters in order to save their lives. Not only is there no reward in this for him, but Draco could also actually be punished and even be terminated for such a lie.

Why is Draco Malfoy so rude?
Personality. Draco is the prototypical spoiled, rich brat; he believes that his family's wealth and social position gives him the right to bully those poorer than himself, such as Ron Weasley.
Whilst being fitted for their robes, it becomes abundantly clear to Harry how spoiled Draco is. His spoiled and arrogant attitude cannot help but remind Harry of his time with Dudley Dursley. Draco then made some incredibly unkind remarks about Hagrid, solidifying Harry's dislike of the boy.
He also associated with other pure-blood children of his father's ex-Death Eater cronies, including Theodore Nott. However, Draco admitted that he envied the genuine friendships of Harry, Ron, and Hermione, which contrasted with his own relationships.

Malfoy attempted to bully Ron on his own in Philosopher's Stone but stopped when Ron hit him back. Following this, Malfoy became known as the bully who used Crabbe and Goyle as his muscle and it was obvious he wouldn't dare to speak up otherwise.
He Lost His Wife. Draco Malfoy never had that many close people, and when he married Astoria and they had their son Scorpius, it looked like things would finally get better for him. But Astoria died and Draco had to raise his son as a single dad - and considering how Scorpius turned out, he did a good job.
