President Coriolanus Snow viewed Katniss (Jennifer Lawrence) as a threat for defying the rules of the games, and she proved him right by becoming the face of the rebellion against the Capitol. Played by Donald Sutherland, Snow was set up as the big bad throughout the series.

Alma Coin was the true villain of The Hunger Games, with Katniss actually seeing her as more of a threat than Coriolanus Snow. At the same time, it was Snow who was made out to be the bad guy in previous movies, making some question why Katniss killed Coin and spared him.
Katniss feels betrayed, most of all by Haymitch, who used her and Peeta. Eventually she wakes to find Gale there. He's badly injured and tells her the Capitol bombed District 12 after the Games. He got Prim and Katniss's mother out in time, but the District 12 is gone.
He is portrayed as a villain, but his ultimate goal is to maintain peace and stability in Panem. Snow recognizes the threat of rebellion and the potential for chaos if the districts were to gain too much power.
By killing Coin, Katniss ensured a chance for a peaceful and fair country, avenged her sister's death, and liberated Panem from the fascist government. According to the star behind Effie, Elizabeth Banks, she and Haymitch's Woody Harrelson improvised the scene. Considering she's been adamant about the characters having some romantic connection, it only makes sense that they'd share a goodbye kiss. It's very on-brand for Effie, as well.
She was also against the games itself, whilst Snow believed the Districts were below him and continued working to implement new aspects of the games. Their relationship was so undesirable that Snow fired Tigris as a stylist personally.
It was here that Snow first heard the mockingjays, taking up the tune after the jabberjays repeated Chance's last words, "Run, Lil, Run!" He took an instant dislike to the birds, an unnatural muttation of the Capitol-bred jabberjays.
Before the Capitol battle, Gale had explained to Katniss his series of bombs designed to feed off human compassion: a small bomb would go off, and then when medical aid rushed in, a second bomb would go off, killing those people as well. Incidentally, it's this exact type of bomb that took Prim's life.

Katniss also realizes that, even though Gale had nothing directly to do with Prim's death, the bombing trap that killed her was based on one of his designs, which makes both him and Katniss feel he is somewhat responsible.
He is motivated by the power he holds over his subjects in Panem, ruling with cunning, treachery, and vindictiveness. Even his appearance is spoiled by the blood that runs out of his mouth from the sores caused by poison he took to make himself appear innocent while poisoning others on his road to absolute power.
Katniss blamed Gale for the death of Prim. She would never be able to look at him again without thinking of his part in her death. Gale was the best friend he could have been to her at that moment. He knew her so perfectly to understand this, he knew his chance with her had passed.
He married Julia Pompey but their marriage was loveless. It was suggested by many that he poisoned his wife because she tried to kill him and take their sons place.
However, he did genuinely seem to care about his granddaughter; when she watched Katniss tearfully hugging Peeta in the Hunger Games after Finnick Odair revived him, she said she wanted to love someone that much someday. Snow beamed at her and replied, "And so you shall, my darling. So you shall."
He grows up in D12 with the Covey, and eventually at the age of 24 in what would be year 36 he gets married and has a baby boy born in year 37. That baby turns out to be Katniss's father. He gets married in year 57 and Katniss is born in year 58. So Snow could be Katniss's great grandfather.
