The glib answer is that the character was written before casting had been finalized, and casting the extremely British Sir Patrick Stewart in the role didn't necessitate a significant alteration from the character's French roots.
But in Star Trek: The Next Generation season 1, episode 4, "Code of Honor", Picard does explain that he and the rest of his family speak English with UK English dialects because Picard alludes to the French language having been voided as completely obscure by the dawn of the 24th century.
