Finnick became a victor almost a decade before Katniss and Peeta, in the 65th Hunger Games. Hailing from one of Panem's wealthiest districts, Finnick was a career tribute, which means that he trained from a young age to participate in the games and went into the arena out of his own volition.
Finnick Odair was a male victor from District 4 and the winner of the 65th Hunger Games, making him the youngest Victor ever. Ten years later, he was reaped into the Third Quarter Quell, of which he was one of the survivors.
As Katniss gets to know Finnick during the Quarter Quell, she sees he is in fact loyal, dutiful, and caring. The Big Picture. Finnick Odair is a standout supporting character in The Hunger Games franchise, with a well-rounded personality and a significant role in the story. Despite facing unimaginable horrors and exploitation, Finnick remains kind and loving, especially towards his mentor Mags and his true love Annie Cresta.
Before he rescued Peeta, Katniss saw Finnick as a threat and someone she will eventually have to kill. However, she admits she will never be able to kill him because he saved Peeta. She won't be able to look past the debt she owes him for saving Peeta's life.

In the case of Johanna, they each hated each other because that was what the Capitol had taught them to do. They were from competing Districts, and the idea of the Games was to keep the lesser citizens of Panem distrustful of one another and unwilling to form alliances (or raise arms in war).

He explains that Peeta came to Haymitch to beg for a chance to go back in the arena and to take his place should Haymitch's name be drawn at the reaping. The two agree to work to keep Peeta alive since he and Haymitch worked to keep Katniss safe last time.
There was a plan to break them out of the arena once Snow announced the Quell. The victor tributes from 3, 4, 6, 7, 8, and 11 all had knowledge of the plan, which explains why it seemed everyone was working to protect her and Peeta.
