Isildur was the oldest son of Elendil, so was next in line to rule the kingdoms of Gondor and Arnor. Elrond Half-Elven had already chosen to live as an elf rather than an man, and was herald for High Elf King Gil-Galad at that time.
Isildur and Anarion were co-kings over Gondor originally. Anarion died in the war at the age of 120 and Isildur took full king-ship of Gondor.
