Two big reasons go into Venom 2's PG-13 rather than R rating: a lack of blood and quick cuts. Make no mistake, both serial killer Cletus Kasady and the red symbiote that bonds with him are savage killers and that plays out on screen.
Implied violence and gore means nothing when Carnage's whole character is violence and gore. I think what he's trying to say is that even though Carnage the character is fixated on violence and gore, that's never really been explicitly shown in the comics.

There is one time a character gets stabbed in the chest once, which was a bit more graphic, but again there was zero gore and wasnt graphic, just a bit violent.
Although Venom has some funny one-liners and the tone is light, it also has a lot of violence without real consequences, including torture. In fact, some of the scenes are more like something from a horror movie. This movie deserves its M rating and it isn't recommended for children under 13 years.
What bothered critics the most was how “chaotic” the film was (in narrative, characters, and more), while others were expecting to either see Spider-Man or at least have some references to the famous superhero, and pointed out the lack of Spider-Man and the character's “need of attachment” to him as a big flaw.

To fight Carnage, Eddie promises his other that he would be allowed to eat everybody, including Kasady. Venom's F-bomb highlights him finally satisfying his craving and dismissing the villain that rampaged around the city and also threatened the life of the one person Eddie and Venom love, Anne Weying.
