Fuhrmann replaced Abby Ryder Fortson, who had played the daughter of Scott Lang (Paul Rudd) in his first two cinematic outings as Ant-Man. The character was recast in Endgame due to the 5-year blip caused by Thanos' snap in order to better reflect the time-jump between Ant-Man and the Wasp and Endgame.

There actually is a perfectly good reason for why he isn't as dangerous and powerful as he was set up to be in Loki. As stated above this Kang is an exile, stripped of his powers and resources. Quantum Realm exists outside time so he can't manipulate time, and without the multiverse engine his ship is useless.

Not wanting Cassie to have a father in prison, she divorced start and started dating Jim Paxton, who she worked hard to ensure had a positive relationship with Scott so that they could remain civil for Cassie's sake.
Since Scott had used Hank's complex technology, the Pym particles, Hank and Hope were held responsible for Scott's actions and became fugitives on the run. Both were angry at his betrayal, and Hope was particularly angry that Scott didn't ask her to help, stating that he wouldn't have gotten caught if she was there.
If the Avengers: Endgame theory that Cassie's parents were snapped is correct, it means that she was completely alone for those five years after Thanos' snap. Maggie and Jim were snapped, while Scott was presumed to have met the same fate while trapped in the Quantum Realm.
And while he might be a little oozy pink blob of a being, if Veb sounds familiar it's because he's actually played by a long-time member of the Ant-Man films, David Dastmalchian.
Peña's comedic performance and chemistry with Paul Rudd made him a fan favorite when the first film was released, so audiences were excited to see him return for the third film. However, Luis does not return for Ant-Man and the Wasp: Quantumania - in fact, none of Scott's old gang does.
