For Harry Potter I think Malfoy is mean to him because of his family having a history of supporting Voldemort and his family is “against Harry”. I also think that Draco is a little scared of Harry and tries to act tough. Draco also treats muggle born wizards very poorly, again because of his family.
Malfoy was born in a pure blood family and had no doubt heard of the baby who defeated Voldemort, which would have intrigued him. Therefore he tried to befriend Harry, but came off as rude, which got him rejected. He then proceeded to bully Harry and his friends to avenge the rejection.
It's safe to assume that Draco's hatred of Harry was fueled by jealousy. Although Draco attempted to disguise his jealousy with confidence, it still makes an appearance throughout the franchise. Harry is an incredibly talented wizard – something which Draco greatly admired.
Once at Hogwarts, Draco was Sorted into Slytherin House, like many other members of his family. He rapidly formed friendships with fellow Slytherins while remaining hostile toward Harry to the point of challenging him to a duel after Harry beat him to Neville Longbottom's Remembrall during their first Flying lesson.
