As Doc passed away after the events of Cars: Race-O-Rama and before Cars 2, he does not make a physical appearance in the film, but a newspaper with a picture of him on it can be seen inside of the Hudson Hornet Racing Museum, the building which used to be Doc's Clinic.
It is implied that Doc died prior to the events of Cars 2, and he appears in flashback sequences in Cars 3. Doc is voiced by Paul Newman in Cars, Cars 3 (the latter via archive audio recordings) and Cars: the Video Game, and Corey Burton in all other media.

Was Cars 3 a flop?
It borderline flopped at the box office and made less money world wide, after earning back its budget, than all other Pixar films except The Good Dinosaur. The main reviews simply praise it for not being Cars 2 and not much else. Granted, some like it but many others, like me, don't like this film.
Pretty much yeah. Pixar doesn't like acknowledging the majority of Cars 2 besides the World Grand Prix and I guess the dent being connected to Mater meant it was connected to the spy part of the movie (despite him getting it in Radiator Springs) and might've just took it out to ignore the film even more.
Anticipation for Cars 4 is high, but Disney has not addressed any details for the movie. Producers have shown openness to expanding the franchise, with potential for a new lightning McQueen narrative. Story details remain a mystery, focusing on potential Cruz Ramirez involvement and moving away from McQueen.
In Cars 3, Sally continues to be the love-interest of Lightning McQueen, and attends his races to show support. She is present when Lightning crashes while trying to keep up with the nextgens, and gives Lightning the inspiration to continue racing after he is rebuilt.
He lashed out at Mater for costing him the first race at the World Grand Prix in Tokyo, thinking Mater was yelling nonsense at him (Mater was caught in the middle of the fight between Finn McMissile and the Lemons, but failed to properly explain this to McQueen), but later felt guilty about it.
Even though Chick didn't appear in Cars 2, players can download him for Cars 2: The Video Game. It was also unknown why he didn't appear in the second film, as it never revealed what really happened with him following his pyrrhic victory in the first film.

As Lightning McQueen (Owen Wilson) comes to terms with his inevitable retirement from racing, we see multiple flashbacks and references to his old mentor Doc Hudson in the film who was quietly killed off screen in between "Cars" and it's 2011 sequel.
But we don't know the circumstances that caused it. Maybe he died of old age, or maybe he became sick like his voice actor, Paul Newman. We can't be sure what happened, but according to Jay Ward, the creative director of the cars universe, there was a draft of cars 3. that would have shown DOC death.
