Unfortunately, Loki cannot leave his throne at the End of Time and inform the God of Thunder that he's alive and better than ever. However, that doesn't mean they can't have their reunion. Thor might hear about Loki's existence and attempt to visit him, but there's a more likely scenario: Sylvie.
The trick worked for a while till Thor outsmarted Loki in Thor: Ragnarok. So far, that was the only film in the trilogy where Loki didn't "die." His final, final death came at the hands of Thanos in Avengers: Infinity War. Loki's parting words to Thor were, "the sun will shine upon us again."
Loki takes his place as the God of Stories and holds the timelines together, forming a tree-like time structure (AKA Yggdrasil). This also means that for the rest of time, Loki will be alone, but also will oversee his family and friends forever.
By forming Yggdrasil from the timeline branches, Loki becomes the keeper of time for all eternity. It also means that he faced his fear of being alone forever, accepted that fate, and allowed others to continue living. Odin and Thor can be proud of this act of selflessness.
Thor and Loki would eventually fully reconcile after the destruction of Asgard, but they are found by Thanos right after. Thanos had Thor at his mercy and tortured him to convince the god of mischief to hand the Tesseract, Loki is unable to watch his brother suffering and is brought close to tears.
Surtur is reborn and destroys Asgard, killing Hela. Aboard the Grandmaster's spaceship, the Statesman, Thor, now king, reconciles with Loki and decides to take his people to Earth.

Unlike his brother Thor , who is often portrayed as a traditional hero with brute strength , Loki 's cunning and unpredictable nature make him a more intriguing and dynamic character .

Meanwhile, the events of Endgame and Loki gave fans hope that Thor would get a chance to see the person Loki became, easing the grief from seeing his brother's death. Unfortunately, the Loki finale all but ensures that won't happen. There is one small glimmer of hope, though.

After hearing his true heritage, Loki tried to prove himself to his father by trying to eliminate Asgard's enemies, the Frost Giants. Odin did not approve of this, which caused Loki to let himself fall into the abyss.
No, Loki does not really hate Thor. In a deleted scene for the movie THOR, he tells Thor how much he truly cares about him. “Sometimes im envious, but never doubt that I love you.” Loki tell Thor. Loki loves his brother, and Thor loves Loki, with all their hearts.
Loki has changed role and aspect many times, but he is still mostly remembered as Thor's antithesis, his resentful adoptive brother who grew up to hate the God of Thunder. One of the reasons for Loki's bitterness is that Odin always favored his "real" son, Thor, during their childhood.
