Indeed, in the non-canon Star Trek novelverse, Sisko has already come back. In the Deep Space Nine relaunch novels, he returned on the day of his and Kasidy's daughter's birth. In the new series of comics from IDW, he returns after three years.
In the fiction, Sisko disappeared at the end of DS9, ascending to the Celestial Temple to assist the Prophets in their struggle against the Pah-wraiths, "false prophets" from ancient Bajoran religious texts.
Sisco fought against Picard/Locutus in the Wolf 359 battle when he lost his wife. Later on after Picard became Picard again he assigned Sisco to Deep Space Nine in the first episode “Emissary.” They met once more a couple of episodes later when Sisco decided he wanted to stay at Deep Space Nine and Picard approved.
Sisko and the crew of the Defiant are summoned to Earth to address a Starfleet symposium. But a transporter accident sends Sisko, Bashir, and Dax back to the San Francisco of 2024. As seen in the pilot episode "Emissary", Sisko harbored a deep resentment towards Captain Jean-Luc Picard for years because it was Picard, as Locutus of Borg, who led the Borg attack against the Federation at the Battle of Wolf 359.

He wasn't, but curiously enough, there WAS an episode (“Birthright, Part 1”) that aired in the sixth season of TNG, right after DS9 had premiered. In it, the Enterprise stops at Deep Space Nine, and Dr.
Starfleet Captain Benjamin Lafayette Sisko is a 24th century Human man, most famous as commanding officer of Deep Space 9 and as the Bajoran Emissary of the Prophets. He left DS9 at the end of the Dominion War to join the Bajoran Prophets, but eventually returned.
All three shows can stand on their own and don't have overly many references to the other two. However there are a few, so the best viewing order is the order in which they originally aired. Start with TNG, then DS9*, then Voyager. * DS9 actually overlapped the other two shows.
