Although they were used as guards for the prison, Azkaban, Dementors were not known to permanently inhabit any other location. The only way to protect against Dementors was with the Patronus Charm and consuming chocolate would also alleviate some of the side effects of their close presence.
The Dementors, which had proved untrustworthy and brought about excessively inhumane living conditions for the prisoners, were removed from Azkaban's island and replaced by Aurors, who from that point took turns guarding the prison and regular fieldwork.
Due to their actions during the war (allowing Death Eaters to escape back to Voldemort and joining forces with him themselves), Shacklebolt disbanded the Dementors as guards of Azkaban. After the Dementors were removed from the prison, Aurors were placed in the prison as guards instead.

Azkaban gained a reputation as a horrible place, mostly due to the prison's guards: Dementors, foul creatures that suck the happiness out of the victim and cause great suffering to those in their proximity. Because of this, most of the prisoners eventually went insane and slowly died under the Dementors' influence.
Well, that's because originally, Azkaban was a fortress built by the sorcerer Ekrizdis, who himself was a powerful and insane practitioner of the Dark Arts. Ekrizdis actually lured, tortured, and killed Muggle sailors there up until he died and the concealment charms faded.
Dumbledore's lack of belief that Sirius is innocent is also suspect. Sirius was a member of the Order of the Phoenix which fought against Death Eaters, but Sirius also was as close to James as a brother, the Potters even took him in when he ran away from home.

Though Sirius Black was the first known Azkaban escapee, Harry Potter and the Goblet of Fire revealed that someone had gone before him. Barty Crouch Jr, imprisoned shortly after Voldmemort's first downfall, was broken out of prison by his mother and father.

It also explains why the Dementors can look so human-like in general build -- as some of them may have even been once human. The possible origins of Dementors are still mysterious, but this theory finds a way to explain how they can spread so easily while also making them far more terrifying to consider.

Being a Squib, she was able to see and sense the Dementors, even if she didn't have the magical ability to cast a Patronus charm. Apparently, Umbridge's mother was a Muggle and her brother was a Squib – a source of huge embarrassment for the family. Perhaps their abandonment and retreat back into the Muggle world had such a huge impact on Umbridge that it became the catalyst for her Muggleborn-targeted cruelty later on in life.
Peter Pettigrew (a.k.a. Wormtail) is one of two Death Eaters known to have been in a House other than Slytherin (Gryffindor) while at Hogwarts. There, he was a close friend of Sirius Black, James Potter, and Remus Lupin, although he was the least intelligent and least talented of the group.
