The Outsider's El Cuco monster and IT's Lovecraftian clown Pennywise actually have a fairly similar modus operandi beyond simply being able to shape-shift. El Cuco sustains itself by killing and eating children, as does Pennywise.
In the novel, It is a shapeshifting monster who usually takes the form of Pennywise the Dancing Clown, originating in a void containing and surrounding the Universe—a place referred to in the novel as the "Macroverse".
The theory details that Pennywise - or, more technically, IT - is actually the Crimson King. According to the theory, they are not merely relatives or of the same species, they are one and the same character, with Pennywise being a physical manifestation of the Crimson King.
But, the film makes clear, It (sometimes written as “IT”) isn't just a clown. Oh no. As detailed in King's novel, he's an ancient, cosmic being, described in the novel as an “Eater of Worlds”, who is able to adopt a variety of nasty guises.
Martin Morgan Pennwise is (biologically) asexual and has the ability to reproduce. Therefore even though King describes pennywise as a female further into the book, 'IT' is (technically) neither male nor female.
IT is a shape-shifting creature known as a Glamour who is billions of years old. Although it lived on planet Earth for many years, Pennywise originated in a void/dimension outside the regions of space known as the Macroverse.
In the novel, It's origins are nebulous. He took the form of a clown most frequently, Mr. Bob Gray or Pennywise, but his true form is an ancient eldritch entity from another universe who landed in the town that would become Derry by way of an asteroid and first awoke in 1715.
Pennywise might be one of the most singularly horrifying creations in King's expansive canon, but getting bullied to death is a really tough look for the self-described “eater of worlds” who spent centuries terrorizing and devouring Derry's inhabitants.

Pennywise the Clown is not a clown at all. The Pennywise the clown origin story sees an ancient, evil being that is perhaps as old as the universe itself. In the novel, however, the entity IT/Pennywise has a real name — Bob Gray. Bob Gray isn't human, however, and shares the same origin as IT.
After the Losers show Pennywise they're not afraid anymore and are ready to fight it, the clown takes some hybrid forms to try to scare the group: Pennywise/burned arms for Mike, Pennywise with the head of the woman from the painting for Stan, Pennywise with spider legs, Pennywise with the head of a mummy for Ben, ...
It is believed that IT's real desire is to consume all life on a planet, leaving it barren when the creature moves on. The being doesn't have to just eat humans, too, but it is the preferred sustenance of IT, especially when they are fearful as the terror provides extra flavor.
So something that really sticks out about Pennywise as a character is that he has been on earth for millions, if not billions, of years, but he's a character who feeds entirely on humans and their sense of fear.
They reach the conclusion that Pennywise has all of the adults under some sort of spell that prohibits them from seeing him. The adults of Derry are shown to be villainous in their own right as well. The adults of Derry are shown to be true villains of the story in the same way as Pennywise.
What does Pennywise look like when he's not a clown?
In the 1990 mini-series, It's true form was a mottled brown alien with a fearsome face, not to mention two humanoid front arms complete with fingers and claws to grasp its enemies.
In Its true form (or as close to Its true form as King shows us), we see It laying eggs in the sewer system under the city of Derry. So although the particular manifestation of Pennywise is male, “It” can be said to be female.
IT (2017)- Pennywise is seeing drooling many times throughout the movie. This was not an effect. Bill Skarsgård had to have prosthetic teeth in that made him drool excessively in many scenes.
And if his victim believes him to be powerless, he will become powerless. And so the group figures out that their best bet is, essentially, to bully the bully: They mock Pennywise, telling him he isn't scary. Humiliated, Pennywise begins to shrink, transforming into an almost Benjamin Button–like, melted clown-baby.
Although Pennywise technically can go to other places as it isn't attached to Derry, the creature hasn't been seen outside of Derry, and even his appearances and references in other Stephen King stories are linked to Derry.
Though there are some IT characters just as scary as Pennywise, the film's main villain proves to be its deadliest, with a kill count that actually reaches into the tens of thousands. Reddit user u/angelholme estimates that Pennywise actually took the lives of between 12,117 and 18,011 people.
Unfortunately, King's imagination ran a little wilder than alluded to in the movies or earlier in the books, and the consequence of that is a pregnant Pennywise.
