As one of the answers below had posted, Ghost Rider can only be killed/created by God, and only Heavenly Weapons can harm the the Rider. Aquaman is not God, and I don't think he has access to Heavenly Weaponry. Even water would not stop the Hellfire demon that is Ghost Rider.

If fighting was only about throwing the strongest punch possible, Aquaman would win since, as established, he's stronger than Flash. But defeating your opponent has much more to it and over the years, Flash has been able to take down enemies who were stronger and bigger than him.
