Wolverine is outmatched by the Juggernaut, and while there's always a way for underdogs to win in Marvel Comics, Cyttorak's avatar would claim victory in any fair fight.
The Juggernaut, despite his incredible strength, has been defeated by surprising heroes like Professor Xavier, Cyclops, Banshee, and Lost. And while Wolverine's adamantium claws do pierce him, Juggernaut doesn't seem to feel much pain. Superhuman Speed: Juggernaut, despite his immense size, has his strong leg muscles allow him to run and move at speeds beyond the natural physical limits of the finest human athlete.
When Mr. Sinister looks into his five-year plan, it reveals Juggernaut is used as a weapon to murder Thanos, as his powers are boosted, turning him into a being strong enough to kill the Mad Titan in one of the most brutal ways imaginable.
His adamantium claws are one of the few weapons in the Marvel Universe that can consistently pierce Hulk's skin and Wolverine has no problem going for Hulk's head. In fact, if it came down to it, Wolverine could cut Hulk's head off, ending the Hulk once and for all.

Can the Hulk break Wolverine's claws?
Hulk's inability to break Wolverine and his adamantium claws isn't an indictment of the green monster's strength but more shows how strong Wolverine's metal-coated bones really are. If the Hulk can't snap his claws, then it's unlikely many other heroes or villains could do so, either.
Despite his immense power, the Hulk has been defeated by heroes like Wolverine, Iron Man, Puck, and the Punisher. Spider-Man, Fantastic Four, and the Thing have also managed to take down the Hulk using their intelligence, teamwork, and unique abilities.
When the two faced each other in the past, Thor beat Juggernaut by generating an anti-magic whirlwind with his hammer, effectively removing Cain's magical invulnerability. Mjolnir's enchantment also makes it an immoveable object - the perfect counter to an unstoppable force like the Juggernaut.

In DC Versus Marvel #1, Superman beat the Juggernaut with a single punch. The question, then, isn't really who would win in a fight - with his versatile powerset and formidable solar-powered strength, Superman is the default victor - but rather if Superman could physically stop the Juggernaut mid-stride.
Wolverine, given enough time, could defeat Colossus in a fight using only his claws, but he would have a terrifically difficult time doing so; the latter's skin is made of adamantium, same as Logan's claws, and even a demon-controlled Wolverine can do very little against him.

This feat means that even though Juggernaut's magic makes him unstoppable, Hulk has the overwhelming power to thwart Juggernaut's supernatural rules. But he still can't force him to surrender, or destroy him as he would need to for a true 'win.
3 Magneto. Much like other mutants who are not physically strong but are capable of great physical feats, the Omega-level Master of Magnetism could defeat the Juggernaut in any number of ways.
So while Juggernaut is much more powerful, and would normally be able to win in a fight, Colossus could convince Cyttorak to transfer his power, or even cut off Cain Marko's connection to Cyttorak. Cain Marko would be left as a normal human. Colossus would still be a powerful mutant.
Despite the fact that no physical challenge is enough to stop the Juggernaut, and telepathic attacks only prove to temporarily slow him down, it seems he does have a weakness after all, as X-Men confirms a brain aneurysm is the one thing that can actually kill the Juggernaut.

In AVENGERS & X-MEN: AXIS (2014) #9, Loki found himself in the unfamiliar role as the hero when he confronted the inverted “evil” Thor on the moon. This version of Loki was so pure of heart that he was able to pick up Mjolnir and transform into a version of Thor.
The loss of Mjolnir is what prohibits Thor from being able to defeat Hulk in battle. In fact Hulk uses this and two other flaws Thor has against him, causing only one time where Hulk and Thor duke-it-out and the victory going to Hulk.
Juggernaut has had many foes in his decades as a major comic book character, often facing off against the X-Men and the Incredible Hulk - and, less commonly, the Avengers. While Earth's Mightiest Heroes might not be considered Juggernaut's standard enemies, they've done an impressive job of beating him in the past.
This Hulk even ripped Wolverine in half in one comic book storyline. The Planet Hulk and World-Breaker Hulk storylines saw the Jade Giant almost completely obliterating all the Marvel heroes, even the Sentry. The Hulk is one character Deadpool can't beat.
However, by forcing Hulk to push himself to resist his power and even stripping off his skin in their fight, Cyclops revealed that his maximum power is something to behold - and may even be able to fell the Hulk in his classic, less overpowered, 'Savage Hulk' form.
The Hulk is considered the strongest character in the Marvel universe, but there are some characters that can match the Hulk's strength and power, such as Ghost Rider. The Ghost Rider, however, is not the strongest of the two, and he is able to defeat the Hulk in Banner form.
