Spider-Man and Silver Surfer are on two completely different levels. Surfer doesn't even have to throw a punch or fire a blast at Spidey to beat him; he can merely transmute the surrounding molecules into something solid and hold him fast.

Spider-Man stands no chance against him but in at least one reality in the multiverse, Earth-11638, Spider-Man single-handedly defeated Galactus with some supernatural power.

Could Spider-Man beat the Hulk?
Marvel fans know Spider-Man is a strong superhero, but it's now official: Peter Parker is strong enough to defeat the Incredible Hulk in a one-on-one brawl, with modern comics confirming that Spider-Man is even stronger and more invincible than his fans assume.
One of Spider-Man's greatest victories is a fight his fellow heroes don't remember, as the web-slinger's defeat of Thanos with the Infinity Gauntlet is only known by him.
Naturally, the Silver Surfer doesn't go down easily, but an additional factor puts the odds even more firmly in Thor's favor. Because of his mixed heritage, Thor can gain even greater power from his birth mother Gaea as well as his Asgardian father Odin.
Soon after starting his new gig, the Silver Surfer arrived to stop Deadpool in his new cosmic form. The two had an all-out battle that was nothing short of awesome. While it wasn't a definitive defeat, Deadpool proved he could fight the Shiny Man to a draw, at least when imbued with cosmic powers.
Silver Surfer can stay out of Wolverine's way forever and blast him with impunity. He could use the Power Cosmic to mess with Wolverine's molecular structure and basically make it impossible for Wolverine to hurt him. Wolverine would need a lot of help to deal with the Sentinel of the Spaceways.
He knows how the Norse god fights, and he knows that it would be impossible for him to beat Thor. He's smart enough to know the only hope he'd have against Thor is with a group, one that would distract the god long enough for Spider-Man to make a difference in the fight.
The biggest issue or threat in this fight is Spider-man's Speed & Reflexes (Spidey Sense). Black Panther absolutely has NO counter or answer for Spideys superior Speed, and its the very thing Id say makes it quite understandable why some would say Peter wins.
Spider-Man has impressive powers as well, but not nearly to this degree. Peter's powers are only enhanced agility, strength, durability, and his Spider-Sense. But when Superman's invulnerability is removed, Spider-Man actually has more than enough strength to take Superman down.
10 Hulk. Silver Surfer has handily defeated the Hulk multiple times. While the Hulk is incredibly strong and one of Marvel's most powerful heroes, it's how the Silver Surfer was able to take him down that shows just how strong the herald of Galactus is.
However, the ultimate outcome of the fight showed that although Loki's trickery may procure him great power, he is still no match for one as heroic and noble as the Silver Surfer.

If it wasn't for the energy absorbing abilities of the Power Cosmic, Superman would easily win this fight. He's Surfer's superior in just about every way but power, and has beaten enemies who were vastly more powerful than him in the past.
While the original Silver Surfer of Marvel's Earth-616 universe is immensely powerful on a cosmic scale, he is nothing compared to his DC crossover variant, as that version could take down Galactus with a single hit–and there's one very specific reason as to how that's even possible.
Although both are very powerful characters in the Marvel Universe it would definitely be Odin. The Surfer has awesome energy generation and control and can regularly challenge universal threats, but Odin is a Skyfather with magic that can destroy galaxies.
Frank Castle was The Rider and had been imbued with the Power Cosmic, wielded a chain made from the bones of Cyttorak, and had a fraction of the Power of the Time Stone. In the end it was the Surfer who came out victorious.
Odin stands a good chance at defeating a moderately-fed Galactus. Odin has been stated to be equal to a moderately-fed Galactus. Though Galan did withstand a powerful headbutt from Odin. The Devourer had just consumed one planet before that.
Although he is an extremely skilled marksman, Clint Barton is often considered to be the weakest member of the team seeing as he's just a regular guy with a bow and arrow.
Spider-Man has defeated enemies who are technically more powerful than Ultron, but the villain's adamantium body is nigh-indestructible. Unable to pierce Ultron's armor, Spider-Man will be at a serious disadvantage unless he can quickly come up with a solution — like calling in the Avengers.
Spider-Man's superior strength stemming from his abilities makes him a formidable opponent for Captain America. Despite being physically weaker, Captain America's enduring heroic spirit and skills make him a timeless hero.
