Spider-Man is already significantly stronger than Wolverine, meaning that if there are any bodies of water around the pair when they fight, Logan's already a goner, but even if not, Spider-Man also carries around a rapid-setting adhesive that could cut off Wolverine's oxygen if Spidey was prepared to get in close.
Yessss, in the sense he's strong enough to rip a person in half, and Wolverine isn't that much more durable than a human being in terms of tensile strength. His adamantium spine might help some, but Spidey would be separating it, not breaking it, so he could do it.
In comparison, Spider-Man is not far behind, having actually bested Wolverine in one instance, but this is unlikely to help his case in an all-out match.

Marvel fans know Spider-Man is a strong superhero, but it's now official: Peter Parker is strong enough to defeat the Incredible Hulk in a one-on-one brawl, with modern comics confirming that Spider-Man is even stronger and more invincible than his fans assume.
He did the impossible, and the Avengers think he's got a screw loose instead of offering the hero praise for the victory. In the non-canon Marvel Comics story, despite Spider-Man winning the fight against Thanos by using the Infinity Gauntlet against him, none of his fellow Avengers remember it happening.
After spending so long with Spider-Man as its host, the symbiote is able to mimic all his abilities, which is why Venom has all the same powers as Spider-Man, only amplified. This means that Venom is stronger and faster than the web-slinger, not to mention far more brutal.
With only four exceptions, Wolverine would never be able to cut through Superman skin, with his adamantium claws. Those exceptions being: Superman was mostly drained of his stored energy. Superman was exposed to red solar energy.

By manipulating the adamantium that laced Wolverine's skeleton, Magneto ripped the metal out of his body, almost tearing him apart in the process. After the metal resolidified, Wolverine was left incapacitated with large aluminum spikes sticking out of his body.
Hulk and Wolverine have a conversation where Hulk states that he was cured of his anger, (even though as Hulk becomes angrier during the course of the conversation he becomes less articulate) but a parting comment Wolverine makes about Betty Ross enrages Hulk and causes him to tear Wolverine in half.
Of course, the Hulk himself is still far tougher and more durable than Venom. In a fair bout pitting strength against strength, the Hulk would have no trouble defeating Venom. However, it's been demonstrated that the Hulk has no ready defense against possession by the symbiote.
Case in point: the ultra-popular antihero Venom, the sometimes-Spider-Man foe and 90s icon of edgy costume design with attitude and violent tendencies to spare. Marvel and DC actually pitted these two super-powered beings against each other in All Access #1...and shockingly, Venom is actually stronger than Superman.
Even if Luke's skin was completely impervious to even adamantium, Wolverine could still stab him through the eye socket into his brain. Cages skin is impervious to most standard weapons, adamantium beats it out fairly easily, several other materials do as well.
During the final fight in The Wolverine, Logan-San had his adamantium claws sliced clean off by The Silver Samurai, leaving him with organic bone claws that grow back through the stubs of the adamantium coating.
The general consensus was that Wolverine's claws could theoretically puncture Superman's skin, but that it would require tremendous super strength behind them to do so, which Wolverine doesn't have.

While Captain America is undoubtedly one of the Marvel Universe's most formidable hand-to-hand combatants, Spider-Man's unique and often-underestimated abilities make him more than a match for Steve Rogers.
Spider-Man at his current comic-book strength level is at roughly the same strength as a typical Asgardian (with way better reflexes). Who would win, MCU Captain America or an average Asgardian? Average Asgardians are way stronger than Cap, even in the MCU.
