It's already been shown in the source material… more than once… that Darth Maul is not on Darth Sidious's level. Every time he dueled Sidious as his apprentice (in Legends) he got easily defeated. In the show Star Wars: The Clone Wars, Palpatine takes on Darth Maul and Savage Opress simultaneously.

That being said, both Maul and Savage are defeated with ease by Palpatine and his own skill with the blade. Their defeats of both Maul and Savage were marked from the moment Darth Sidious ignited his twin crimson lightsabers in this Clone Wars episode.
The duel. Darth Vader defeats Darth Maul. The two Sith Lords engaged in a lightsaber duel, going through the volcano and onto a bridge situated over a river of lava, which collapsed, though they both survived and continued their battle.
In terms of going against Sidious in a fight, they had no chance. Plain and simple. Maul would have a greater chance of defeating Sidious by exposing the Sith Lord, and asking for Ahsoka's help to keep Anakin on the light side.

Overall, Dooku was far more equipped to become a Sith Master than Maul was. Had he managed to overthrow Palpatine, Dooku would have been able to use his position, combat abilities, and dark side Force powers to take his place on the throne Palpatine had carved.

Mace Windu vs Darth Maul | Fandom. Mace windu clear winner 9/10 times. His use of vapad would make the fight play out similair to windu vs palpatine. He would use the seething rage pouring out of maul against him, and as mauls force power was so much weaker than windu's it would be an undisputed win for windu.

Sidious revealed to Maul that he did not intend to kill his former apprentice, as he still had use for Maul; it was Sidious' hope that Maul would lead the Sith to Mother Talzin, Maul's mother and the leader of the Nightsisters, so she could be eliminated as a potential threat to the eventual Sith rule of the galaxy.
How powerful would Maul be with his full potential? Compared to people like The Son or Anakin Skywalker at his full potential? About as strong, or stronger than Sidious, Yoda or Talzin. Therefore, extremely more powerful than he already is, but nothing like a Skywalker or a Godlike being.
Ren was good but Rey was able to beat him every time they fought. However, he wasn't even fully trained and even he would have had a massive problem fighting Maul. Even in his older age, Maul was still way more skilled than anyone Rey faced and that would be the end for her. Maul would just be too much for Rey.
Why couldn't Qui-Gon Jinn defeat Darth Maul? Was it because of his old age or was it because Darth Maul was a better duelist? He lost due to 2–3 reasons. The first was the inherent battle superiority of the Sith, who'd literally been training to kill Jedi for the past who knows how many years, in the shadows.
Considering his infamy, it's hard to deny that Darth Vader is the more powerful of the two, but his victory over Maul wouldn't come easily. As the Emperor's enforcer, Vader is terrifying.
That notwithstanding, Master Windu was also one of the best. If the two spared as Jedi, Dooku would probably win the match because he was the better all-around duelist.
Ahsoka's lightsaber form and double blades gave her an edge against Maul, allowing her to defeat him in battle. Qui-Gon failed to defeat Maul because he focused on defense rather than offense, while Ahsoka's aggressive form countered Maul's chaotic style.
The real reason for Obi-Wan's victory, though, may have been that he was the better fighter. While Darth Maul's moves were flashy, Obi-Wan eventually proved himself as one of the best duelists in the galaxy, and his fight with Maul was just the awakening of his skills.
Having trained in the ways of the Force, Darth Maul was a formidable warrior strong with the dark side and possessed deadly skills in lightsaber combat.
This isn't a fight, this is a curb-stomp. Kylo would absolutely never decline a fight with Darth Vader, a force of legendary power whose surpassing will certianly gain him a place among the most powerful of the Dark Side, but he is clearly outmatched in power.
Maul also never openly opposed Sidious. He became a rival in a way, but he knew he never really stood a chance of overthrowing him, specially after his injury. Palpatine had so much power and control over the senate.
Anakin toggled a switch, and the training droid took on the form and the fighting style of Darth Maul. Anakin showed off his impressive skills and easily dispatched the droid, much to Palpatine's delight.
As much as fans would probably want to see Luke win this matchup, it is pretty unlikely. Luke is strong with the force, something Maul struggles with. He is so focused on his hatred that his Force sensitivity evades him. But when it comes to lightsaber combat, Maul is the definite winner.
