Once Thanos was defeated, Bucky failed to share his adulthood with his best friend and never got a chance to make up with Tony. Bucky Barnes has established himself as the MCU's most tragic character because of the life he had lived and the lack of control he had in it.
During Tony's funeral, everyone else is dressed in formal closthing, but Bucky shows up wearing a jacket instead. I don't think this is because Bucky was trying to be disrespectful to Tony. If he had a grudge against Tony, he wouldn't have showed up at the funeral to pay his respects in the first place.

Did Captain America really know Bucky killed Tony's parents?
Even though the MCU's Captain America knew that Iron Man's parents were killed at the hands of Bucky Barnes, a.k.a. Winter Soldier, he didn't tell his fellow Avenger before the events of Captain America: Civil War.
Bucky was a hero who fought alongside Steve Rogers in World War Two. But when he was captured and brainwashed, he became an assassin known as the Winter Soldier. It took him a long time to become free and after that, he had a hard time dealing with the things he had to do while he wasn't in control of himself.
The kid is none other than Harley Keener, as portrayed by the fantastically named actor Ty Simpkins. We were first introduced to him when he somewhat randomly crossed paths with Tony during the course of the third Iron Man movie, when the superhero found himself without working armor in scenic Rose Hill, Tennessee.
While at the HYDRA Siberian Facility, Barnes' prosthetic arm was destroyed by Tony Stark's unibeam, after Stark was manipulated by Helmut Zemo and attacked Barnes and Steve Rogers.

As to his failure, Bucky is likely referring to how he fell from a train while fighting Hydra alongside Captain America in Siberia in 1945. But there's actually a previous failure of a kind Bucky could also be thinking about, which is when his regiment, the 107th Infantry, became Hydra POWs.

Tony does know that Bucky claims he is brainwashed (hence the Manchurian Candidate reference), but he doesn't believe him, which is why he doesn't hesitate to try to kill Bucky once he learns of the real cause of his parents death.
The fact of the matter is, the arm still functions as a part of his body. The superpowered enhancements do not change the fact that he will still naturally experience pain when his body is put under such stress, especially when the arm is attached to so many nerves that could've been damaged from losing his actual arm.
He was also present during the viewing of Iron Man's final message and the rest of his funeral service. However, the God Thunder wasn't as distraught as his fellow Avengers, and it may have something to do with his Asgardian roots.
After returning the Infinity Stones to their original timelines, he remains in the 1940s with his lost love Peggy Carter; they marry and Rogers lives a full life. Rogers chooses Sam Wilson to be his successor, passing his shield and the title of Captain America onto him.

Both Sam Wilson and Bucky Barnes disliked each other ever since they first met in "Captain America: Civil War". I believe it had something to do with some perceived rivalry over Steve Rogers' friendship. This was not simply a case of Sam disliking Bucky. It was mutual from the beginning.
Serum enhances the strength and ability of human. Now bucky was not weaker than John, but we can see the fact that even at his human level John walker had better training than Bucky. He was so good as fighting before even getting the serum. So he was able to fight better than bucky.
In the MCU, with his Winter Soldier mindset, Bucky is as strong as Captain America. If we're talking about the comics, it's because Bucky never received a version of the super soldier serum. He's still a highly trained man with a metal arm, but most of him is ordinary human.
