Maul was a Zabrak from the planet Dathomir. However, though he was not Mandalorian by blood, the fact that he won the Darksaber in battle made him the last wielder before Din Djarin with a legitimate claim to the throne.
She claimed that she could never accept an outsider as ruler of Mandalore, and, while that may seem confusing due to the fact that foundlings are literally beings who are non-Mandalorians initially, she was actually talking about Maul never having taken the Creed and, thus, not being a Mandalorian.
