He Didn't Save Peeta's Family But some people believe Gale may have had more malicious reasons for not helping them. However, Peeta's family wasn't great. His parents were abusive, or at least distant. It would have been interesting to see what would have happened had his family survived, but no one missed them much.
Peeta's Family Was Killed When President Snow Bombed District 12. After Katniss and Peeta won the Hunger Games, they each received a house in Victor's Village. Katniss' mother and Prim immediately moved from their home in the Seam, but Peeta's family stayed at the bakery—so District 12's boy tribute lived alone.
He didn't volunteer because he loved her. Katniss threw away her own life to protect Prim. She is the only person Prim can truly depend on in their family. With Katniss gone, the only person left who is capable and willing to care for her family is Gale.
Why does Gale go on the mission to rescue Peeta from the Capitol?
At the end of the chapter, it has become clear that to get Katniss back, and Finnick, too, the rebels will need to rescue Peeta and Annie, as well as whomever else they can save. When Gale volunteers to go on the mission, he's volunteering to save Katniss.
Katniss's focus on survival and her family's safety prevented her from fully considering romance, but her feelings for Peeta and Gale diverged in the end. Katniss ultimately chose Peeta because he understood her trauma and she didn't want to lose him, proving her love for him.

Why was Gale bad for Katniss?
Gale was responsible for creating weapons that would trigger a second wave of bombs to target first responders and combat healers. This invention potentially ended up killing Prim, but even if he wasn't directly responsible, Katniss found this tactic so abhorrent that she lost her affection for him.
Although she will never know for sure, Katniss does recognize that she cannot be with Gale. She will never be able to forgive him for his idea — the parachute bombs — that killed Prim.
Prim was among the medics who arrived to treat the victims. Unfortunately, a second batch of bombs were set off, with Prim being killed in the explosions. Gale was not the one to drop the bombs from the hovercraft, but he was one of the key figures to devise the strategy of double bombings.
Before the Capitol battle, Gale had explained to Katniss his series of bombs designed to feed off human compassion: a small bomb would go off, and then when medical aid rushed in, a second bomb would go off, killing those people as well. Incidentally, it's this exact type of bomb that took Prim's life.
Gale's jealousy towards Peeta stemmed from his feelings for Katniss and his desire to be with her. Even after Katniss became engaged to Peeta, Gale still harbored feelings for her and was unable to fully let go of his jealousy and resentment towards Peeta.
What would have happened if Gale volunteered for Peeta?
Gale volunteering for Peeta in order to protect Katniss in the Games would be counteractive to their agreement, as no one would stay behind to support the families -- not to mention how it already isn't likely either would survive.
When Gale is most in pain is when Katniss kisses him, and this is true again as we see her answer Gale's pain with a kiss. She wants to give Gale what he wants, but she can't yet completely commit to him, as she must think of her family and Peeta and being the Mockingjay for the revolution.
Haymitch told Katniss prior to the reaping that he would volunteer if Peeta's name was called out. However, Haymitch was called, and Peeta volunteered, so there was nothing he could do about it.
Finnick's death gave even more weight to Katniss's mission to kill Snow, since he was directly responsible for the death of one of her friends - making it all the more poignant when she chooses to kill President Coin (Julianne Moore) instead of getting to personally kill Snow herself.
However, after Mrs. Mellark reentered the bakery, Katniss witnessed her scolding and beating Peeta after he burnt two loaves of bread and telling him to feed them to the pigs just before disappearing to help a customer. She was not supportive of Peeta when his name was drawn to compete in the 74th Hunger Games.

In the Mockingjay movie, Katniss confronts Gale about his role in Prim's death, which he struggles to come to terms with. Katniss, unable to look at him the same way, lets him walk away without a word and eventually ended up living with Peeta.

Gale was trying to win, and he had no idea that Prim would be there. If I recall, he was extremely upset when he found out. Remember, Gale helped keep Prim alive her whole life, even when Katniss was in the games.
Gale does not marry anyone in The Hunger Games. He and Katniss talk about running away together and starting a new life in the wilderness, but they never officially marry.
Katniss speculates that Coin deliberately sent Prim to die in the Capitol bombing in order to fully gain her trust, but it's never outright confirmed or denied.
Katniss blamed Gale for the death of Prim. She would never be able to look at him again without thinking of his part in her death. Gale was the best friend he could have been to her at that moment. He knew her so perfectly to understand this, he knew his chance with her had passed.
