Why didn't they let Katniss and Peeta eat the berries?
If Katniss and Peeta had eaten the nightlock berries, they would've died, and there wouldn't have been any winners for the 74th Hunger Games. The rebellion would've moved forward with Katniss and Peeta as martyrs for the movement.
Nightlock berries in the 74th Hunger Games. Nightlock is a wild plant with extremely poisonous berries. Katniss first heard about this plant from her father, who cautioned her that anyone who ate nightlock would be dead before the berries even reached their stomach.
Toward the end of the novel, Katniss realizes that Haymitch has been keeping information from her and using her to help the rebellion, causing her to feel extremely betrayed. On the other hand, his goals are generally good ones.

Like the other victors, she knows the power that Katniss has as a lightning rod for the rebellion, and she knows that Katniss will not help without Peeta.
It's a vial. At first, Katniss thinks it's anti-infection medicine meant to cure Peeta, but she smells and tastes it and recognizes that it's sleep syrup. She understands why Haymitch sent it. She mixes the medicine in with some mashed-up berries and mint leaves and has Peeta eat it.
Foxface was an incredibly smart tribute, who did amazingly good at the edible plants test. The capitol did put nightlock in the test. So she did know about nightlock. She killed herself.
Why did Peeta stop Katniss from eating the Nightlock?
3) He stops her taking the nightlock pill after she kills Coin. He knew her well enough to know that not only would she try to kill Coin but that she would then try to kill herself straight after with the nightlock pill.

In the aftermath of killing Coin, Katniss tries to take her nightlock pill but Peeta stops her, a parallel and inversion of their attempted “suicide” in the first book.
Peeta sleeps first. Katniss kisses him on the forehead, for herself, she admits, and not for the audience. She is glad to have him there with her, comforted by the thought that together they can fight Peeta.
