Star Trek: Deep Space Nine began by establishing a hostile relationship between Benjamin Sisko (Avery Brooks) and Jean-Luc Picard (Patrick Stewart) which was ultimately never resolved.
As seen in the pilot episode "Emissary", Sisko harbored a deep resentment towards Captain Jean-Luc Picard for years because it was Picard, as Locutus of Borg, who led the Borg attack against the Federation at the Battle of Wolf 359.
Seven never met Jean-Luc Picard in her Star Trek: Voyager days. Her first encounter with the legendary Starfleet officer came in the Star Trek: Picard season 1 episode "Absolute Candor" after she saved La Sirena from a Romulan warlord.
At some point, Picard mentions that he has met Spock only once in the past. Indeed, in "Sarek" Picard mentioned that he had met Sarek during Sarek's son's wedding (the son presumably being Spock). While conversing with Picard, Sarek mentioned the many times that Spock would disobey him and travel to the mountains.

Do Janeway and Picard meet?
Captain Picard never appeared on Star Trek: Voyager. He was mentioned once by Deana Troi (who did appear, but never met Janeway) in the episode “Pathfinder”. The only time Picard and Janeway talk onscreen is in Star Trek: Nemesis when Janeway, having been promoted to vice admiral, gives him his assignment.
After Picard met Kirk, he remained as Captain of the USS Enterprise-E for another 14 years before he was promoted to Admiral (and subsequently quit Starfleet in protest) in 2385.
A Chakotay cameo would, therefore, have distracted from the overall story of Admiral Jean-Luc Picard (Patrick Stewart) confronting the trauma of his past. Chakotay being at the head of a fascist government also doesn't fit with his character, as he was a member of the Maquis, which fought against Cardassian oppression.
By the time of the series finale, "Endgame", The Doctor had managed to remove the implant, allowing Seven to pursue a relationship with Chakotay. The alternative future seen at the start of the episode showed that Seven and Chakotay were eventually married, but she died while Voyager was still travelling home.
Although Kate Mulgrew's commitments to Star Trek: Prodigy prevented her from appearing in Star Trek: Picard, Janeway was mentioned throughout the spinoff's three seasons.
Sisco fought against Picard/Locutus in the Wolf 359 battle when he lost his wife. Later on after Picard became Picard again he assigned Sisco to Deep Space Nine in the first episode “Emissary.” They met once more a couple of episodes later when Sisco decided he wanted to stay at Deep Space Nine and Picard approved.
Star Trek fans last saw Sisko in the epic finale of Deep Space Nine, but now the fan-favorite icon has returned, sent by the Prophets on an urgent mission: to discover who, or what, is killing the god-like beings of the Star Trek universe.
But he does not appear on screen, and as an alternate timeline character, he is not “our” Sisko anyway. Picard season 3 episode “No Win Scenario” drew a more oblique but possibly more significant connection to Sisko.
The fact that it was still there was a possible forshadowing that he would eventually return. No, he did not. Captain Sisko ascended to live with the Prophets. The funny thing is people think Captain Sisko died at the end of What You Leave Behind but he didn't.
Why May 22nd? This date correlates to Stardate 46388.2, the date that then Commander Benjamin Sisko first took command of station Deep Space Nine. This date would mark the beginning of a journey that would change the course of history for not only the Federation, but for all in the Alpha and Gamma Quadrants.
The reasons that Matalas was unable to include Janeway came down to budgetary constraints and not wanting to step on Star Trek: Prodigy's toes, but despite not appearing, Janeway was almost an honorary character in Star Trek: Picard season 3.
Kate Mulgrew prevented Janeway and Chakotay from becoming a couple on Star Trek: Voyager, prioritizing Janeway's likability and reputation. A potential romance between Janeway and Chakotay was also hindered by Starfleet rules, with Janeway focusing on her task of getting Voyager home.
Edward James Olmos. A few years later, Olmos was offered the role of Jean-Luc Picard on Star Trek: The Next Generation. (Battlestar Galactica Panel, FedCon XIV, 24 May 2015; [17]) He had to turn it down as he was busy with other projects.
The two were planning their fourth date in the series finale (“Endgame”) and future Admiral Janeway revealed they did get married in what became an alternate timeline. In that future, Seven was killed on a mission in 2381 and Chakotay died in 2394.
“I was offered an episode (first 2 then1) in Picard, but I simply did not like what they had written for Chakotay so I turned them down,” wrote Beltran. “I won't go into detail, but I have no animosity toward the Picard producers at all. [Star Trek: Prodigy] offers a Chakotay that I AM enthusiastic about.”
'Star Trek: Picard' was canceled because the series creators only anticipated a three-season arc. While fans have many reasons to be upset over the cancelation of Star Trek: Picard, being upset on behalf of the creators shouldn't be one of those reasons.
In this episode, Picard is in search of ambassador Spock who may have defected to the Romulan Empire. This episode has been praised for the "novelty and nostalgia" of seeing Spock, and noted for introducing a peace-loving Romulan faction.
While Dr. Crusher and Vash are two of the Enterprise captain's greatest lost loves, there is another woman from his past who is often forgotten. In 2342, Jenice Manheim (Michelle Phillips) and Jean-Luc Picard were briefly in a romantic relationship before he shipped out, possibly on the USS Reliant.
Perhaps Section 31 intends to unlock the secrets of the Nexus from Picard and Kirk, the only two Starfleet Officers who are known to have left the Nexus. Unlike Guinan, who is still alive, Kirk and Picard's corpses can be kept by Section 31 under shady rules and regulations to study as they see fit.
