Though the Caped Crusader prevents Riddlers' allies from assassinating the mayor, Gotham is in ruins by the film's end: as a result, Riddler wins. Batman movies have never shown a supervillain winning in such an unambiguous way before Riddler in The Batman.
By the end of the film, Batman has captured the Riddler, though that was the Riddler's plan all along. The Riddler is under the impression that he and Batman share the same goal: To team up and rid Gotham of corruption. But Batman sticks to his creed: He does not kill people.
You could see the ending of “The Batman” as a victory: our hero (Robert Pattinson) has halted the murderous rampage of the Riddler (Paul Dano), putting him behind bars and finding a new sense of purpose as he helps rebuild Gotham City.
Although the Riddler continues to be steps ahead of the Dark Knight, he is eventually defeated by the combined efforts of Batman, Commissioner James Gordon and Wayne Enterprises CEO Lucius Fox. He is later moved to Arkham Asylum. Riddler appeared one more time in New 52 in the last three issues of The Flash.
Riddler's plan was catastrophic, but Batman's failure to stop it will stay with him for the rest of his narrative and, as is shown in the closing scenes of The Batman it provides the impetus for him to work more directly for good and serving as a symbol of hope.

Why did Riddler turn bad in The Batman?
The Riddler's motive stems from his heartbreaking upbringing and resentment towards the wealthy class, particularly Bruce Wayne. He targets those involved in embezzling money meant for the orphanage where he grew up.
But in actuality, not on his life would he ever outsmart him. Breaking down and deducing Riddlers riddles/anagrams, is practically a monday for Batman.
After realizing that John had set him up, Riddler was shot by a poisoned dart from a drone operated by Tiffany. As he died, he mentioned how they had "broken the Pact". This comment caused Batman to realize that John and "his friends" had been involved with Riddler and his actions.
Batman: Three Jokers #1 (August 2020). In Batman's origin story, Joe Chill is the mugger who murders young Bruce Wayne's parents, Dr. Thomas Wayne and Martha Wayne. The murder traumatizes Bruce, inspiring his vow to avenge their deaths by fighting crime in Gotham City as the vigilante Batman.
The film sees Batman, who has been fighting crime in Gotham City for two years, uncover corruption while pursuing the Riddler (Dano), a serial killer who targets Gotham's corrupt elite.
After Riddler's failed attempt at mass murder, he is seen wallowing in his cell. He hoped Batman would help him get the vengeance he so desired but the Bat decides to be better and help the victims instead. The crying, screaming Riddler is consoled by a jailmate.
Joker may be one of the smartest and most cunning villains in DC history, but even he knows not to try and outsmart the Riddler. While the Joker is a criminal genius rivaled by almost no other villain in fiction, even he knows the Riddler is his intellectual better.
And while they fight, Gotham crumbles down around them. Riddler openly despises Joker in this storyline and even though Joker stops Batman from killing Riddler, that doesn't make the two villains friends.
In the Prelude to Batman's Wedding, The Riddler and Batgirl face off - with the evil genius expressing his love for the caped heroine. The Riddler has a new woman in his life - and it's none other than Batgirl A.K.A. Barbara Gordon.
While it's not a perspective fans are used to seeing, it's a fascinating look at a Batman who is more vigilante than superhero, and whose hatred for Joker isn't rooted in awestruck disbelief at his depravity, but frustration at having to lose another night of his crusade to a villainous clown.
Wayne violently asserts that he is not Arthur's father as soon as Arthur introduces himself, and point-blank tells Arthur that he was adopted and that Penny Fleck had been committed because of her delusional belief there was something between her and Wayne.
The psychopathology Arthur exhibits is unclear, preventing diagnosis of psychotic disorder or schizophrenia; the unusual combination of symptoms suggests a complex mix of features of certain personality traits, namely psychopathy and narcissism (he meets DSM-5 criteria for narcissistic personality disorder).
She was originally characterized as a supervillain and adversary of Batman, but has been featured in an eponymous series since the 1990s that portrays her as an antiheroine, often with a utilitarian moral philosophy.
So is Ridder smarter than Batman? That's up for debate, but in the eyes of the Batman writer, that appears to be the case. It's not an outrageous claim, but the Dark Knight has a genius-level intellect, so it's definitely close if the Riddler is smarter overall.
The Batman's Riddler was orphaned, like Bruce Wayne, and his hatred for Bruce (and Gotham's corrupt politics in general) came after the Waynes were murdered and their Renewal funds were embezzled by the mob.
