Sauron made the One Ring for himself alone. He never expected to lose it, either. Sauron came in a pleasant disguise as Anatar, Lord of Gifts, and taught Celebrimbor and other elves the art of making magic rings. In addition to the One Ring Sauron made for himself (and made last) there were 19 other Rings of Power.
The One Ring was forged by the Dark Lord Sauron during the Second Age to gain dominion over the free peoples of Middle-earth. In disguise as Annatar, or "Lord of Gifts", he aided the Elven smiths of Eregion and their leader Celebrimbor in the making of the Rings of Power.
Sauron, in disguise, deceived Celebrimbor and the smiths of Eregion into making Rings of Power, and then secretly made the One Ring to gain control over all the others, and so dominate Middle-earth.

The Elves turned out to be immune to his direct control, and he could only read their minds for as long as they wore their rings, but then they could read his one, and once they discovered his plot they took them off never to use them again while he was in business.

He is, after all, from a younger generation than Galadriel herself, she being his second cousin once removed, and while one can play around with his unknown birthdate (he might conceivably be older than Galadriel if you push Curufin back in time and Finarfin forward), it is a stretch to make him substantially older.
The Second Age ended, and Isildur became High King of both Arnor and Gondor. Isildur took up the hilt-shard of Narsil, Elendil's sword, and cut the One Ring from the hand of Sauron.

The Nazgûl (Black Speech for "Ringwraiths") or Úlairi (Quenya), also known as the Black Riders or simply The Nine, were the dreaded ring-servants of the Dark Lord Sauron in Middle-earth throughout the Second and Third Ages, who in the later years of the Third Age dwelt in Minas Morgul and Dol Guldur.

What happened to Celebrimbor after the One Ring was destroyed?
As the One Ring was destroyed and Sauron's spirit with it, Celebrimbor broke free and flew from Barad Dur in an orb of blue light. Immediately after becoming free of Sauron, Celebrimbor began searching for the New Ring, that was still in Eltariel's keeping.
Of course, Sauron-in-disguise had been manipulating the elves to make something that he would later be able to control with the One Ring (though he hadn't made it yet). Thankfully, Galadriel put the pieces together before his deception went too far— but she said nothing, and the Three Rings were made.
