The Clone Wars was a mysterious conflict mentioned in the original Star Wars movie, but the prequels and The Clone Wars TV show revealed its origins and events. Sifo-Dyas, a Jedi Master, ordered the creation of the Clone Troopers before the Jedi Council authorized it, and his story is explored in The Clone Wars.
Clone troopers were grown on the planet Kamino from the genetic template of bounty hunter Jango Fett, and made into a highly-efficient military force. The origin of their creation was murky; Prime Minister Lama Su told Obi-Wan Kenobi that the order was placed by Jedi Master Sifo-Dyas in the name of the Republic.
Sifo-Dyas never worked for the Sith or had anything to do with the Order 66 programming – it was only after his death that Darth Tyranus reached out to the Kaminoans and became the true leader responsible for the clones' secret chip.
Not long afterwards, Sifo-Dyas approached the Kaminoans and requested a clone army for the Republic. With the funds provided by Damask Holdings, Sifo-Dyas paid the Kaminoans.
In Legends, Sifo-Dyas had been unknowingly entangled in the Sith plot even earlier, with Palpatine and Hego Damask (Darth Plagueis) subtly manipulating Sifo-Dyas's fears and bankrolling his secret commissioning of the Clone Army.

Who told Sifo-Dyas to order the clones?
In 33 BBY, Sifo-Dyas contacted the Kaminoans, who were known for their clone hatcheries, so he could secretly task them with growing a clone army for the Republic. Dyas personally commissioned Prime Minister Lama Su to create the clone force and pretended it was a request of the Galactic Senate.
A member of the Jedi Council before the blockade of Naboo, Sifo-Dyas believed the galaxy would soon be plunged into war, and agitated for the Republic to create an army for its defense.
Sifo-Dyas died in the crash and his body was handed over to Dooku, who took it to Felucia and claimed Sifo-Dyas' death as a result of the local conflict. Dooku then assumed Sifo-Dyas' identity to continue the relationship with the Kaminoans and secure the clones for Sidious.
James Luceno's novel Darth Plagueis reveals that Plagueis, Sidious' master, used his civilian identity as Hego Damask, the magister of the financial lobbying group Damask Holdings, to create the Clone Army.
Count Dooku's real name, Dooku, was more fitting than his Sith title, Darth Tyranus, as it speaks to his manipulative nature. Dooku played a crucial role in weakening the Jedi and the Republic from within, planting doubt and eroding trust.

Some clones disobeyed the infamous order than decimated the Jedi order, and refused to execute it. SOME of these Clones include; Captain Rex: Captain Rex, as most know removed his chip that would later be the way that Palpatine would execute order 66. Wolffe: As with Captain Rex Wolffe removed his bio chip.
He was: Darth Tyrannus. His persona as Count Dooku was better suited to his role as leader of the Separatist faction. If he revealed himself as a Sith publicly, rather than just a former Jedi who left the order because of its supposed corruption, that would have damaged his credibility to most of the Separatists.
Master Kostana selected Sifo-Dyas as her padawan immediately after. Dooku was disappointed as he wanted to be selected by her for his training. Under Master Kostana, Sifo-Dyas' foresight was awakened by opening his mind to the Cosmic Force.
According to Imperial Estimates in Star Wars Inside #87, only about 100 of the Jedi survived Order 66. Most were subsequently hunted down and killed in the years following the Great Jedi Purge.
Dooku knew Palaptine was Darth Sidious, he tells as much to Obi-Wan in Episode II. Remember whe he's holding Kenobi as his prisoner? dooku tells Obi-Wan the Senate was being controlled by a Sith Master, remeber also the look Dooku shoots at Palpatine when he orders Anakin to kill Dooku.
Legend had it that Yoda—a Jedi who became Grand Master—was trained by N'Kata Del Gormo. A Force-sensitive Hysalrian, N'Kata Del Gormo was trained in the ways of the Force and achieved the rank of Master within the Jedi Order.
However, instead of cloning himself at first, Palpatine cloned Plagueis, resulting in Snoke. The novelization tells us the cloning method was imperfect: Rey's dad was the sole survivor, but he was not Force-sensitive.
However, given that this confirmation was never made into the movie, nor was it ever revisited, the idea that Darth Plagueis created Anakin remains just a theory. The same applies to whether Palpatine created Anakin, which has never been confirmed by the Star Wars canon.
Concerned that Sifo-Dyas' abilities made him a threat, Darth Sidious ordered his new apprentice to have Sifo-Dyas killed. And so it was that, in the end, Sifo-Dyas was targeted by a crime cartel who had been paid by none other than his childhood friend - Count Dooku himself.
Upon the activation of the retooled chip, the clones would be brainwashed into believing that Jedi were traitors to the Republic, forcing the clones to execute the Jedi. Tyranus, who posed as a Jedi, tricked the Kaminoans into believing Sifo Dyas' intention.
Count Dooku was a Force-sensitive Human male Jedi Master who fell to the dark side of the Force and became a Dark Lord of the Sith, known as Darth Tyranus.
Praven was a Sith pureblood male who served the reconstituted Sith Empire as a Sith Lord and later protected the Galactic Republic as a member of the Jedi Order.
Kamino needed to be kept secret while the Jango Fett clones were being produced, so Dooku's tampering of the archives ensured the Jedi would not visit Kamino and learn about the clone army until the time was right.
