James Cameron wanted the blue people to communicate properly. So what did he do? He decided to create a different language for the underwater blue people. Cameron hired CJ Jones, a Deaf person, to come on board and create the 'Na'vi Sign Language' NSL!
Jones's acting role in the Avatar sequels is unknown. His primary role was creating Na'vi Sign Language (NSL) to be used throughout the movie, likely by the Metkayina Clan, a clan that lives on the Pandoran reefs.
As he says this, the Na'vi people on screen switch from speaking Na'vi to speaking English, and we understand that although they're actually still speaking Na'vi, we hear it as English like Jake does.
A brand new learner can reasonably expect to be able to hold a conversation in Na'vi in anywhere between 2 weeks to 3 months, so long as they take time to study and practice what they've learned several times a week. Obviously if you don't practice, you won't magically be able to speak it in two weeks.

What is the Navi secret language?
Na'vi is a constructed language spoken by the Na'vi people in the world of James Cameron's Avatar. LearnNavi exists to share the Na'vi language with all who want to learn, as well as to promote and assist in its continuing development.
In Avatar, the Na'vi are an indigenous species that live on Pandora. They are humanoid in appearance and are 9 to 10 feet (2.7 to 3.0 m) tall, having pairs of eyes, ears, arms, legs and feet like humans, as well as a nose, a mouth, and expressions recognizable to humans.
Dr. Paul Frommer, a professor with a PhD in linguistics from the University of Southern California, created the Na'vi language in 2005 for the first Avatar. He based it in part on Polynesian languages, and a dozen or so words crafted by Cameron.
