Lisa Snart is the sister of Wentworth Miller's Leonard Snart, a.k.a. Captain Cold. In the DC Comics, Lisa Snart eventually became one of the Rogues with her brother, transforming into the villainous character known as The Golden Glider.
Lisa is taken to Iron Heights and then kidnapped by the Rogues. Citizen Cold arrives to try to rescue her, but finds she has been killed by the Rogues member Fallout.

Origins. Leonard Snart grew up with an abusive, hard-drinking father. Through his beatings, Leonard's father taught him that emotion was a weakness, and that a cold heart would take him further in life. Leonard's grandfather protected him and whisked him away to his ice cream truck.

Why did Captain Cold turn evil?
He has a personal grudge against the former members of the Superman Regime after they killed all of his friends (Rogues), including his sister, Lisa. However, his prominent animosity, true to the comics, remains towards the Flash.
Leo Snart from Earth X is gay. The actor pitched the character as being pansexual, but I don't know that there was ever a case where he actually acted that way.
Captain Cold was a small-time crook from Central City whose best criminal efforts were frequently thwarted by the Flash. Apparently, he has a nagging wife and a stomach ulcer.

In the comics, Golden Glider was a member of the Rogues, a group of supervillains in The Flash's rogues' gallery. In one storyline, Golden Glider became a member of the Suicide Squad, a team of supervillains forced to work for the government.
Eventually, and despite his contentious relationship with the Rogues' leader, Captain Cold, Mick became an official member of the criminal organization. Hotheaded and volatile, Heat Wave's endless need to find an outlet for his peculiar obsession makes him dangerous and unpredictable, but not altogether evil.

Boomstick and Mr Freeze just had the more advanced technology out of the two. Wiz: Mr Freeze has developed a cryogenic suit and a gun, and the suit has resistance to certain types of attacks. Boomstick, while Captain Cold only developed a gun and special types of attacks for that gun. which means he had few counters.
He becomes obsessed with avenging his wife and killing Boyle. Calling himself Mr. Freeze, he begins stealing Gothcorp equipment, and finally crashes a Gothcorp event to kill Boyle. Batman stops him, and supplies a surveillance tape revealing Boyle's crime; Boyle is then arrested.
Snart, however, ends up sacrificing himself to destroy the Occulus in Ray Palmer's place, and Sara kisses him for the first and final time before leaving with the rest of the team before the Vanishing Point explodes. Sara subsequently mourns Snart's death and admits that he died a hero.
He escaped imprisonment from Chronos/Mick by freezing his own hand off and shattering it to escape and stopped the team from killing Chronos in cold blood by revealing it was Mick.
