No, Eugene (also known as Flynn Rider) did not leave Rapunzel at the end of Tangled. In fact, he played a key role in saving Rapunzel and reuniting her with her family. Towards the end of the movie, Rapunzel agrees to go with Mother Gothel to save Eugene's life after he is stabbed by Mother Gothel.
However, Flynn refused to have Gothel enslave Rapunzel forever and cuts Rapunzel's hair to free Rapunzel, causing Gothel to age rapidly which led her to her death.
A dying Flynn protests the deal, and cuts off Rapunzel's hair with a shard of glass when she tries to heal him. Gothel withers and disappears when the hair is cut, and Flynn dies, but Rapunzel's tears contain enough magic to revive him.
At the end of the movie, the couple are living happily ever after. In Tangled: The Series (which is set 6 months after the film), Rapunzel and Eugene are still happily in love and the series shows the challenges the couple had to face before their happily ever after.
