When he falls to the mercy of the mutts, he does not suffer for very long, as Katniss shoots an arrow into his head almost seconds after his fall. Cato placed third out of 24 tributes.
Cato's moans are never-ending, and Katniss feels only pity for him and wants his suffering to stop. Morning finally comes and Katniss is able to see Cato below. Out of pity, she uses her last arrow to end Cato's life.
Cato releases Peeta and falls off of the Cornucopia. The dogs immediately attack him. When Katniss realizes that the dogs intend to kill Cato slowly, she fires her last arrow at Cato, putting him out of his misery. His death marks the end of the 74th Hunger Games.

Peeta says she's just like her father. Then, there's a shriek from the birds and Cato emerges from the woods sprinting toward them. Katniss hits him in the chest with an arrow, but it bounces off of whatever armor he wears.
Summary. In The Hunger Games series, Katniss killing President Coin instead of President Snow surprised many. Still, it was because Coin was revealed to be a ruthless leader with her own political interests.
In the novel, Cato makes two confirmed kills: the District 3 male and Thresh. In the film, he makes four additional kills during the bloodbath: the District 4 male, the District 5 male, the District 6 male, and the District 10 male.
Cato sees his victory in the Hunger Games as the correct and natural outcome – after all, he's been preparing his whole life, and tributes from Districts 1 and 2 are most likely to be winners. But Katniss's high score in training, uncommon for District 12 tributes, earns Cato's attention and ire.
Since Cato had many bloody marks on his face, its assumed that he got these from either Thresh, or the mutts. It's assumed that it's the mutts, since they were claw marks. Cato fights Katniss and Peeta on top of the cornucopia.

Peeta urges Katniss to run and stays to fight fellow tribute Cato while she escapes. He survives the encounter with Cato but suffers a stab wound on his leg. He camouflages himself into the rocks and mud alongside a riverbank, slowly dying of blood poisoning until Katniss finds him days later.
Finnick managed to kill multiple mutts and attempts to escape with the rest of the group, but one mutt drags him back down into the water. The remaining mutts end up overwhelming him and devouring him, with his suffering only cut short by Katniss using her Holo's self-destruct to grant Finnick a quick death.
As he does so, Cato cuts his way through the brush and realizes what Peeta has done. Enraged at Peeta's betrayal, Cato engages the other tribute in a fight, a fight which Peeta swiftly loses, escaping only with a severe leg wound, tracker jacker strings, and burns retained from the fire.
In the books, her last arrow is used to secure the tourniquet to stop the bleeding of Peetas leg, and one of the reasons why she does not shoot Cato sooner to end his suffering is that she fears removing it would make Peeta bleed to death. This is just an oversight of the movie.
Cato realizes what he's doing just as Katniss shoots him, and when he lets go Peeta shoves him to the ground below. Cato, in his body armor, fights the muttations off for an hour before he is dragged into the Cornucopia. Night falls, and still no cannon announces his death.
While popular ships like Katniss/Peeta and Katniss/Gale generally come to mind first when discussing romantic pairings in the world of Panem, the combinations of couples that fans have shipped are many. One of those ships, in particular, is Cato and Clove (also known by the portmanteau "Clato").
In the film, Thresh's odds of winning change from 10–1 to 11–1. Afterward, they increase from 11–1 to 8–1. In The Hunger Games: Mockingjay - Part 2, Katniss states that Cato killed Thresh. However, this is not in-line with the film continuity, as Thresh was killed by the wolf mutts in the first film.
Why didn't they let Katniss and Peeta eat the berries?
If Katniss and Peeta had eaten the nightlock berries, they would've died, and there wouldn't have been any winners for the 74th Hunger Games. The rebellion would've moved forward with Katniss and Peeta as martyrs for the movement.
In his political career, Cato applied Stoic principles to fight against corruption and uphold justice. He was admired for his unwavering integrity and his dedication to the greater good. His commitment to virtue and the Republic made him an inspiration to those who sought to preserve Rome's traditional values.
Katniss realizes that she kind of hates Haymitch because he's apparently not very good at supporting his tributes – or getting them sponsors (the people who give aid and supplies to the tributes during the game). Katniss asks Haymitch for advice, and he says "stay alive" (4.40) and then laughs.
In the film, Glimmer acts flirtatiously toward Cato. They talk and joke around the fire, she sleeps beside him that night, and even snuggles into his arm. However, the relationship is largely one-sided, and Cato leaves her to die to the tracker jackers.
In the end of the movie when Katniss is about to kill Cato he says "I'm dead anyway. I always was". What does he mean by this? It means that during the arena, during his killing spree, he realizes that there's more to life than killing, and he's just a pawn in the whole scheme of things.
The following year after Lucy Gray Baird's victory, another female tribute emerged as the Hunger Games winner. Mags Flanagan became the first victor from District 4, living off of nuts and her survival skills by creating fishhooks. She was also the first victor to move to Victor's Village before serving as a mentor.
According to the chronology of Cicero, Cato was born in 234 BC, in the year before the first Consulship of Quintus Fabius Maximus Verrucosus, and died at the age of 85, in the consulship of Lucius Marcius Censorinus and Manius Manilius. Pliny agrees with Cicero. Other authors exaggerate the age of Cato.
