Since 2013's Thor: The Dark World, Loki has been positioned as a morally gray anti-hero before being shifted into a full-blown hero by the time of Thor: Ragnarok and Avengers: Infinity War.
He was a villain in the first Thor movie, but brainwashed by Thanos in the Avengers. He tried to kill Thanos to protect Thor, he gave up the space stone to save his brother, but also tried to kill him multiple times.
In the eyes of many, Loki was redeemed and finally became one of the good guys. The protagonist of Loki is not the same person. Loki is fresh off his defeat at the hands of the Avengers, and, at the start of the show, still jealous of Thor and his destiny to be the king of Asgard.
This fuels his unrelenting jealousy of Thor and feelings of inferiority. Despite his latent love for his family and occasionally helping Thor when he feels inspired, he typically betrays him.
This caused Thor to send lightning towards them, toppling the mine on top of them. Loki apologized and confessed, saying he only thought of the challenge to get the Cup and gain as much respect as Thor. His brother forgave him and found a way out of the mine.
Thor and Loki's relationship later becomes complicated, marked by anger and confusion. Thor loves Loki and wished for him to return home so they could be a family again. However, he has become increasingly agitated with Loki, losing hope that he could be redeemed after he continues to try and subjugate innocent people.

Because it is the classic question of quality over quantity. Loki is much more skilled than Thor in the use of his powers. He has to be because even though he is more powerful than the other Asgardians he is tremendously outclassed by Thor and Odin by magnitudes of power.
In his exile, Odin apparently thought over all the acts he had done and likely felt remorse over them, as he showed no hostility towards Loki and even noted Frigga would be proud of him. He also admitted that he truly loved both of his sons and expressed remorse for failing to stop Ragnarök.
Instead, Thanos used the Mind Stone's immense power to influence Loki, without Loki being aware this manipulation was occurring. With Loki now under the control of the Mind Stone, Thanos could send him off with the scepter and not worry about being turned against.
Mjølnir: Thor was wielding the magical Uru hammer, which he had lost when he was banished from Asgard. However, before Thor could retrieve the Mjølnir from S.H.I.E.L.D., he was killed by Hawkeye.
By far, Loki is now the strongest MCU character. It was shown in season 1 of Loki that Timelines=the universe. Loki held infinity of them with his strength.
In Thor: The Dark World, Loki faked his death and tricked Odin while Thor was busy stopping Malekith (Christopher Eccleston) and the Dark Elves. In order to regain the throne of Asgard, Loki somehow enchanted Odin and sent him to Earth despite the Norse god-king being far more powerful.
While Loki and Thor did, by heart, truly love each other as brothers, their intention to rule Asgard made them fierce rivals. However, Thor evolved himself by learning that a true leader doesn't start wars or seek to conquer other territories, while Loki sought to control the world and gain more power over others.
Loki often hid a degree of jealousy that Thor was to become King, and felt that Odin perhaps favoured Thor over him. As Thor was always the center of attention, Loki found himself longing for a spotlight over the years, which manifested itself in extreme attention-seeking behaviour.
First and foremost. Loki simply isn't powerful enough. He may have tricked a weakened Odin. But he still clearly wasn't powerful enough to override the worthy enchantment or do anything to that hammer or Thor for that matter.
