Sauron managed to recover 16 of the 19, and he gave 7 of them to the dwarves. Even that experiment failed: he could not control them as he wanted. He could only corrupt them and make them greedy and warlike, but that did not quite serve his domination purpose.
Creating the Ring simultaneously strengthened and weakened Sauron. With the Ring, he could control the power of all the other Rings, and thus he was significantly more powerful after its creation than before; but by binding his power within the Ring, Sauron became dependent on it.
In the final minutes, Sauron confesses that he's been manipulating Galadriel since they first met — using her as a way to get back to Middle-earth to fight back against his enemies in the Southlands and indirectly form the land of Mordor but also to get closer to Celebrimbor and the Elven smiths.
There could have also been a darker reason that Galadriel didn't want to confess the deception. The events of the Lord of the Rings proved that Galadriel wasn't above temptation, further reinforced by The Rings of Power.
The Elves turned out to be immune to his direct control, and he could only read their minds for as long as they wore their rings, but then they could read his one, and once they discovered his plot they took them off never to use them again while he was in business.
Sauron, of course, intended to use the One Ring to control the bearers of all the other Rings of Power. The elves, however, were too intelligent and once they sensed that Sauron had created the One Ring, took their Rings of Power off.
In his notes, Tolkien remarks that Sauron saw Galadriel as his equal. Add that to the fact that she's untrusting of Sauron (yes, even when he's in his Annatar guise) and an unwavering, single-minded force, and it's more likely than not that Sauron feared Galadriel — or the potential she held to upend his plans.
Assuming the One Ring was destroyed, Galadriel's ring would also start to fade, causing Lothlórien to lose its glory and magic. So, when Galadriel refused the One Ring, she wasn't just sacrificing her desire to rule. She knew that she was sacrificing her kingdom and its well-being for the sake of peace in Middle-earth.
In The Lord of the Rings, it is said that had Galadriel chosen to use her powers for evil instead of good, she would have been even more destructive and terrifying than Sauron himself. Galadriel was the greatest and most powerful of all Elves in Middle Earth in the Third Age.
Morgoth, the first to reign terror upon Middle-earth, was more powerful than Sauron and commanded an army of dragons and Balrogs. While both Morgoth and Sauron were cunning, Morgoth's rule and terror lasted longer and his corruption spread further, making him more formidable in the Lord of the Rings universe.
Thus, Galadriel's dark form in Jackson's The Lord of the Rings personified what would have occurred had the Lady of Lothlorien given in to temptation and taken the One Ring for herself. She would have succumbed to evil because the Ring was indomitable, even with her power.
In an interview with Screen Rant, Vickers shared why he believes Sauron offered to make Galadriel (Morfydd Clark) his Queen in the Season 1 finale. "I think [Sauron] thinks that if [Galadriel] with him, he can affect his designs faster," Vickers said. "That's why he loved Morgoth.
After the defeat of Sauron in the War of the Last Alliance, Mordor was taken under the control of Gondor, and the Gondorians built fortifications around it to prevent the return of evil things.
Finally Sauron came out to fight Elendil and Gil-galad face to face. When Elendil fell, his sword Narsil broke beneath him. Isildur took up the hilt-shard of Narsil and cut the One Ring from Sauron's hand, vanquishing Sauron.
In TA 1000, Sauron began to act in the world again, occupying the stronghold of Dol Guldur, the Hill of Sorcery, in southern Mirkwood in TA 1050, and working in secret. There, he used the guise of a dreaded sorcerer, called "the Necromancer", and the Elves did not yet discern that he was the Dark Lord.
Bloodlines are very important in Tolkien's stories, and it makes a lot of sense that Sauron would fear the great-grandson of the man who cut off his hand. Aragorn carried the blood of Numenor with him. His genetic connection to the heroes of the Second Age established him as a dangerous opponent of Sauron.
Through her great-grandmother, Idril, Arwen was a descendant of King Turgon of the Noldor. Through her mother, she was the granddaughter of the Elf-queen Galadriel of Lothlórien. Through both of her parents, Arwen was a direct descendant of the ancient Elven House of Finwë.
Vickers' comments imply that Sauron's intentions with Galadriel were primarily political in his dealings with the elves and that he was using her to elevate his power as a ruler over middle earth.
But when it becomes clear to Galadriel that Halbrand/Sauron cannot tell the difference between “saving” and “ruling” Middle-earth, she rejects his proposal. Sauron enchants Galadriel, and when she awakes, he has disappeared. We see him briefly hiking toward Mount Doom—likely to marshal the orcs and claim his throne.
Elves: Elven rings were made by Celebrimbor, elven smith. Sauron didn't make these three at all. Their purpose wasn't to corrupt people, they also couldn't be used as weapons.
The Three Rings were magical artefacts, three of the Rings of Power. They were forged by Celebrimbor and granted the power to preserve the beauty of things by stopping change and warding off the decay of time and postponing the weariness of the world.
At first, it might seem counterintuitive for Sauron to assist his enemies in making a power for themselves. However, his true intention is to subjugate the elves to him through their use of the Rings.
Sauron came in a pleasant disguise as Anatar, Lord of Gifts, and taught Celebrimbor and other elves the art of making magic rings. In addition to the One Ring Sauron made for himself (and made last) there were 19 other Rings of Power.
For those that haven't read Tolkien's work, it's easy to see why many audiences suspect Gandalf and Galadriel are in love. After all, many of their interactions in The Hobbit trilogy practically scream romance. However, their relationship remains purely platonic in Tolkien's source material.
