The 100th episode of the CW's DC's Legends of Tomorrow will welcome back Wentworth Miller, who will reprise his role as Leonard Snart/Captain Cold for the series' milestone, Deadline has confirmed.
On season 3 episode 22, Barry meet Snart in the past asking for help stealing from Argus. Then they came back to Star lab in the present and Cisco said “he dead” referring to Snart.

How does Snart come back?

Snart battled with the better angels of his nature and he even developed romantic feelings for Sara Lance (Caity Lotz), but he gave his life to save the timeline at the end of Legends of Tomorrow season 1, although alternate incarnations of Captain Cold have popped up since the original Snart's demise.
Boomstick and Mr Freeze just had the more advanced technology out of the two. Wiz: Mr Freeze has developed a cryogenic suit and a gun, and the suit has resistance to certain types of attacks. Boomstick, while Captain Cold only developed a gun and special types of attacks for that gun. which means he had few counters.
