He loses the compass to Lord Cutler Beckett in At World's End when he's captured by the East India Trading company. He gets it back, then gives it to Will before stranding him in the ocean. Beckett gets it from Will and gives it back to Jack later in that same film.
At the end the compass returned in possession of Jack Sparrow, who was again the captain of the Black Pearl (freed by Barbossa with Triton's Sword), and so Jack, with his compass, sailed to his beloved horizon.
In At World's End, Jack gives the compass to Will, who probably doesn't use it, but remains the owner of the compass until he gives it to Beckett, who then returns it to Jack. However, Jack gave it to Will to save himself, thus breaking his loyalty to the compass.
Why was Salazar freed when Jack gave the compass to Will?
I think the best explanation is that Salazar was only released when Jack intended to give away the compass permanently, as he did when he traded it at the bar. In the earlier movies, Jack probably only meant to lend it to Elizabeth and then Will, with the intention of getting it back later.

In their time together, Jack stole her innocence; thus Angelica was unable to take her vows. Although they were in love, Jack would soon leave her through unknown circumstances, after which time Angelica became a formidable female pirate.
It was clear from the beginning that Elizabeth Swann and Jack Sparrow have this strange chemistry. She tried to lure him into thinking that she fancies the pirate, which turned out to be just a part of her cunning plan. Their relationship is indeed platonic (more like chaotic) even after she let him kiss her.
Ultimately, the blood of Bootstrap's son was used to lift the curse. When Will reversed the curse by returning the last Aztec coins to the stone chest, he technically killed his father because at that moment, somewhere at the bottom of the ocean, Bootstrap Bill became mortal and would have drowned.
Bill also explained that he was unable to die and Davy Jones offered him an escape. Elizabeth was not dead nor dying, there was no reason for Will to bring her on the cursed ship.
