Katniss recognizes the woman as a stylist from one of the earliest Hunger Games she remembers, but now Tigris has had so much surgical work done to look like a feline, with a flat nose and long whiskers, that the woman looks grotesque and has been banished from Capitol society.
Years later, Katniss will recognize Tigris in Mockingjay – Part 2 (now played by Eugenie Bondurant) as a longtime stylist for the Games. Snow and Tigris have long since fallen out, it seems—we catch glimpses of her disappointment in his ruthless path to power in Songbirds and Snakes.
The young woman helped to raise the future President Snow and even worked with him initially, but Tigris didn't approve of the Hunger Games, and their relationship changed drastically after Snow was assigned to mentor a District 12 tribute in the 10th annual Hunger Games.
At one point, as the Games started to develop, Tigris became one of the stylists for the tributes of an unknown district. Over the years, Tigris began undergoing surgical enhancements that made her look more tiger-like.
In Mockingjay, Katniss is said to have learned the song from her father and would sing it while making necklaces with her sister Primrose. Her mother banned the song from being sung in their house after hearing it.

Are Lucy Gray and Katniss related?
Hunger Games Has Never Confirmed Lucy Gray & Katniss Are Related. Despite the popularity of this theory, the Hunger Games franchise has never confirmed that Lucy Gray - winner of the 10th Hunger Games - and Katniss - winner of the 74th - are related.
Since some of the Covey's songs survived into the trilogy through Katniss Everdeen, who learned them from her father, it's been theorized that they are descendants of the Covey— probably through Maude Ivory, who shared Katniss's ability to memorize music after a listen or two.
However, she was banned from the profession because she received too many surgeries—now, her face looks like a tiger's. Tigris helps Katniss and the other rebels by giving them food and shelter, telling them where President Coriolanus Snow lives, and supplying them with warm clothing.

Tigris is seen again in "The Hunger Games" franchise as an ally to Katniss Everdeen, but much differently. After heavy modifications to her body over time, she resembles a tiger.

Then, we actually meet Tigris in The Hunger Games: Mockingjay - Part 2, where she joins Plutarch Heavensbee's plot to overthrow Coriolanus and the Capitol. She helps hide Katniss, Peeta, and the rest of the rebels under her shop when they enter the Capitol to assassinate Coriolanus.
Why does snow not like Katniss? She sparked rebellion against the system he was a part of, and in control of. She made the Captiol look very bad, as a result of the Gamemakers begging her and Peeta to stop trying to eat the berries.
This comes as a result of Lucy attempting to leave Snow during a rainstorm after they plot to flee the Districts, but she learns that he was responsible for killing Sejanus Plinth during the travels.

In The Ballad of Songbirds and Snakes we meet a young woman named Tigris Snow, Coriolanus' cousin. Since she's a little bit older than him, she was Coriolanus' surrogate caretaker after they lost their respective parents in the war. They live with their grandmother.
Realizing they will be released during the Games, he drops his handkerchief containing Lucy Gray's scent into the tank. Inside the arena, the snakes kill several tributes, but ignore Lucy Gray. After several days, Lucy Gray wins the Games due to the snakes and a container of rat poison that Coriolanus provided.
He eventually, however, did come to love her, but in the end chose to eschew love in exchange for power and ambition. Filled with ideas of control and power from Dr. Volumnia Gaul, he made it his ambition to rule over all, even if people called him an iron-fisted, cruel tyrant.
After winning the games, Snow forced Finnick into prostitution and sold his body to Capitol residents to gain their trust. Finnick only agreed to take part because Snow threatened to torture his loved ones. Even though he bedded several women throughout his time as a victor, Finnick's love for Annie remained true.
He married Julia Pompey but their marriage was loveless. It was suggested by many that he poisoned his wife because she tried to kill him and take their sons place.
He shares his last name with Caesar Flickerman, and is likely an ancestor of his. On TikTok, the official Hunger Games account (@hungergamesofficial) put out several Capitol News reports starring Lucky in order to promote the film adaptation.

Either way, no one seems to know what became of the 10th Hunger Games victor. She's never mentioned again in any of the franchise's movies.
